      Development and pilot test of ICT in education readiness indicators in the global context

      This study aims at developing ICT (Information & Communication Technologies) to be included in education indicators. The ICT indicators will not only measure the readiness level of ICT use for each country’s educational development, but also diagnose the strengths and weaknesses of each country based on quantitative and qualitative data. This study also addresses the following international indicator set of eight domains of ICT in education, Policy, Infrastructure, Human Resources, Curriculum, Educational Service, Educational Resources, Use, and Equity, based on the Korean experience of ICT in education implementation for K-12 education. Through the Analytic Hierarchy Process (AHP) method and feasibility study of pilot data from different countries, we developed 82 indicators from eight domains. Thirty-five of the 82 indicators were used for the analysis of ICT4ED (ICT for Education Development) readiness in 2010. Based on the data submitted from 11 participating countries, we present descriptive data for each domain and calculated; concurrent validity, the correlation between the domains and the international index. In addition, we present the case of Armenia as an example of diagnosing a country using the indicators of ICT4ED, and show that the developed indicators are useful for identifying imminent issues of ICT4ED in a specific country.
