상태공간모형을 이용한 균형실업률 추정과 고용정책에 대한 시사점 = Equilibrium Unemployment Using State-Space Model and Implications on Employment Policies

This paper aims to suggest grounds for contending that paradigms of policies for alleviating unemployment in Korea should be changed in light of the fact that overemphasis on unemployment policies under the current unemployment level only contributes to price hikes and wage increase rather than to the long-term stability of the labor market. For this purpose, the equilibrium rate of unemployment was estimated using Kalman filter by adapting Kuttner's(1994) model into the unemployment rate segregation and a state-space model. The estimation found that the equilibrium rate of unemployment in 2006 was 3.4%, which was close to the actual unemployment rate of 3.3%. Based on the analysis, we propose that under the current level of unemployment rate the focus of current paradigms of policies should be changed from merely addressing the issue of unemployment to emphasizing strategic measures such as nurturing high-level manpower including scientific and technology workforce and professional workers.

국문 초록 (Abstract)

본 논문은 우리나라의 균형실업률 추정을 통하여 최근 실제실업률 수준에서의 과도한 실업정책은 물가 또는 임금 상승만을 유발할 가능성이 높기 때문에 정책의 패러다임이 바뀌어야 한다는 논거를 제시하기 위한 목적하에 수행되었다. 이를 위해 Kuttner(1994)의 모형을 실업률 분리에 원용하되, 상태공간모형으로 바꾸어 추정하는 방법인 칼만필터를 사용하여 균형실업률을 추정하였으며, 추정 결과 균형실업률은 2006년 기준으로 3.4%로서 실제실업률인 3.3%와 거의 유사함을 알 수 있었다. 이를 바탕으로 현재의 실제실업률 수준에서는 고용정책의 방향이 단순히 실업 해소를 위한 정책에서 핵심인재와 전문인력 등의 고급인적자원정책으로 패러다임이 전환되어야 함을 제언하고 있다.
