이슈정당의 가능성과 한계 = The Possibilities and Limits of Single Issue Party - Focused on Development of the German Pirate Party -

국문 초록 (Abstract)

본 논문의 목적은 독일 해적당의 등장과 발전과정을 통해 이슈정당의 가능성과 한계를 검토하는 것이다. 현존하는 민주주의 정치체제에서 새롭게 등장하는 정당들의 가장 큰 특징은 특정이슈에 초점을 맞추고 정치적 영향력을 발휘한다는 점이다. 여러 이슈정당 중에서도 독일 해적당은 탈물질주의적 가치 변화와 정보통신기술의 발달에 힘입어 정보사회 이슈를 제기하면서 적극적인 정치 참여를 도모할 뿐만 아니라, 최근 지방의회선거에서 잇달아 성공을 거두었고 독일 정당 체계 내에서 강력한 정치세력으로 자리매김하고 있다. 따라서 본 논문은 독일 해적당이 다른 국가의 해적당에 비해, 그리고 독일 내 다른 군소정당에 비해 단기간에 성공한 요인을 분석하여 이슈정당의 발전가능성을 살펴보고자 한다. 사회 운동에서 출발한 독일의 해적당은 의회 진출 이후 이데올로기적 모호성과 유동적인 지지층, 그리고 검증되지 않은 새로운 기제의 예상하지 못한 부작용 등 앞으로 해결해야 할 많은 문제들을 가지고 있다. 그러나 독일 해적당이 전통적인 거대정당이 간과하는 특정 이슈에 초점을 맞추어 선거제도를 적절하게 활용하고 특정 이슈에 정당 프로그램을 집중하며 수평적인 네트워크와 소셜 거버넌스를 시도하여 이슈정당으로서 새로운 정치세력화에 커다란 성공을 거두었음은 주목할 만하다.

다국어 초록 (Multilingual Abstract)

This article aims to explore how the pirate party emerged as a new force in German politics and to examine what kind of implications the success of German Pirate Party has for the rise of single issue parties and the change of political process in the information society. The newly established parties concentrate often their politics on specific single issues in order to mobilize support of voters and to have strong political influence. The German Pirate Party, which conduct campaigns against copyright and internet censorship, have polled particularly well in recent state elections. This article suggests that the German Pirate Party owes its unprecedented success to the election system, party programs focusing on platform of political transparency and internet freedom, and horizontal networks. It, however, face challenges such as resolving ideological ambiguity or problems of liquid democracy voting system and crew model, or mobilizing loyal supporters.
