지역인적자원개발에서 학습지역건설을 위한 학교와 학교 밖의 교육체제혁신

국문 초록 (Abstract)

이 연구는 지역인적자원개발의 추진 전략으로서 학습지역건설 모형을 제안하고 학습지역건설을 위해 현재 학교와 학교 밖의 교육체제가 어떻게 변화되어야 하는지를 알아보려 하였다. 지역의 지속적인 발전과 혁신을 가능하게 하는 요인은 지역인적자원의 개발이며 이는 개인과 조직의 학습활동을 통해서 이루어진다. 따라서 본 연구가 제안한 학습지역건설 모형에서는 산업혁신체제와 교육혁신체제를 병행하여 구축할 필요가 있으며 이 두 혁신체제가 상호작용하기 위해서는 지역산업을 기반으로 한 교육체제 혁신이 필요하다고 보았다. 그리하여 학교의 진로교육체제 혁신, 지역교육기관의 노동시장 정보 활용, 지역인적자원개발을 위한 지역대학의 거점화, 지역기업의 지역인적자원 양성 및 활용에 대한인센티브 제공 및 학습조직화를 혁신 방안으로 제안하였다.

This study was conducted to propose the strategic model for 'learning regions' and investigate the educational systems of innovation in regional human resources development. The sustainable development and growth of a region is based on it's human resources and realized by individual and organizational learning. Thus the industrial systems of innovation and educational systems of innovation should be constructed in the same time. because both systems must interact in learning regions.
Based on the model for learning regions, we were able to induce several policy implications as follows: (1) The supporting systems for career development of students should be changed; (2) The informations of labour market should be introduced more actively; (3) Universities as a knowledge base of region must contribute; (4) The employment of regional human resources and learning organizations should be activated in industries.
