정부 및 공공기관의 시설공사 전자입찰제도 운영실태 및 개선방안에 관한 연구 = A Study on the Operational Status and Improvements of Electronic Bidding System in Facility Construction of Government and Public Institutions

다국어 초록 (Multilingual Abstract)

The purpose of this study is to investigate operational status and to suggest improvements of Electronic Bidding System in facility construction of Government and Public Institutions. The study has been performed by the analysis of administrative documents, research reports, newspaper articles and interview results in Public Procurement Service, Defence Procurement Agency and Korea Water Resource Corporation.
The results of this study are as follows:
(1) It is necessary to supplement the relative regulations about electronic bidding, to establish a Electronic Bidding Contract System for one-stop treatment, and to secure fairness of bidding and contract in legal and institutional viewpoints.
(2) It is also necessary to establish a Firewall System for stability and security on performing Electronic Bidding, to establish a Back-up System for the preparation against system’s breakdown, and to secure compatability between each institution’s system.
