경기도 교육청 직제 변천에 관한 연구 = A Study on the Organizational Changes of the Geonggi Provincial Office of Education

국문 초록 (Abstract)

본 연구는 경기도 교육청의 직제변화과정을 해방이전, 정부수립 이후, 한국전쟁, 재건과정인1950년대, 재편 및 개혁기인 1960년대, 발전과 정착기인 1970년대, 도약 선진 창조와 조화의 기치로 미래를 이끌어 나가는 1990년대, 늘 푸른 경기교육과 으뜸경기를 지향했던 2000년대로 나누어 분석하였다. 연구를 수행하기 위한 연구방법으로 문헌조사를 주로 활용하였다. 즉 논제와 연관된 국내외에서 간행된 저서와 출판물, 공공기관이 보관중인 기록물과 연구기관의 연구보고서등의 문헌에 주로 의존하였다. 이들 문헌을 기초로 작성된 교육사 연표와 자료집을 중심으로 경기도 교육청의 직제 변천과정을 분석하였다. 경기도교육청의 변천을 시기별로 보면 민족해방과 정초기(1945-1949), 지방교육자치제의 태동기(1950-1959), 지방교육자치제의 중단기(1960-1968), 교육의 양적 성장기(1969-1979), 교육내실화 추구기(1980-1988), 지방교육 자치제의 부활기(1989-1999), 선진교육 실현기(2000-2004) 로 나누고 시대별로 경기도 교육청의 직제 및 분장업무, 경기교육시책, 지방교육자치제 둥의 변천을 조사하였다.
결론적으로 경기도 교육행정의 직제변화는 교육정책의 요구와 교육요소의 다양성 및 양적인 팽창과 폐지, 흡수라는 일련의 과정 속에서 변화의 흐름을 보여준다. 아울러 경기도 교육정책의 개선을 위한 실질적인 요소로서 좀 더 체계적이고 전향적인 후속연구를 기대한다.

다국어 초록 (Multilingual Abstract)

This study was intended to analyze the process of the organizational changes of the Geonggi-provincial Office of Education by dividing it into the period of Korean liberation from Japanese rule and government establishment, the Korean War and rehabilitation period of the 1950s, the reform period and reorganization period of the 1960s, the developmental period and initial period of the regime in the 1970s, the take-off period, advancement/ creation period and harmonization and creation period, the future leading period of the 1990s, and the ever-green Geonggi education and supreme Geonggi province of the 2000s. It was aimed to present the desirable direction for improvement of the organizational system of the Office of Education in the Geonggi Province. The concrete purpose of this study was as follows : First, to analyze the organization and educational policy of the Office of Education in the Geonggi Province. Second, to examine and present the desirable plan for improvement of the organization of the Office of Education in the Geonggi Province.
The literature review was used as the research method to conduct this study. That is, this study attempted to analyze the evolutional process of the organization of the Office of Education in the Geonggi Province based on books and periodicals published at home and abroad related to the study issues, white papers and evaluation reports published by public bodies, archives kept by public bodies, reports published by research institutions and the like. As a result, the following findings were obtained:
As a result, it showed that the organization of educational administration in the Geonggi Province made changes in keeping with the demand of educational administration and the diversification of educational contents and methods via the process of quantitative expansion and abolition and amalgamation.
Accordingly, it is required that more systematic and proactive studies be conducted to be practically used as data capable of predicting the developed contents of educational administration in t7he Geonggi Province in the future.
