This study aims at exploring the concept of community which is the core of community welfare practice. This study was conducted through literature review method. To explore the concept of community, representative literature and research were selected and compared. Judgmental sampling method was used. Selected literature and research are as follows. Gemeinschaft and Gesellschaft of Ferdinand Toennies, the Seebohm Report, the welfare community of Okamura Shigeo, the community typification of Steven Brint, and the personal community of Barry Wellman. The results of the study are as follows. First, community concepts have a wide spectrum. Second, community concepts are divided into three categories: community based on region, community based on choice, and individual community. Third, the implication for community welfare practice is that it can be developed welfare community and self-governing community based on community based on region, accumulated social capital through community based choices and individual communities, worked community-based welfare practice based on both.
