This study aimed to identify problems that do not reflect various social
changes in the urban planning process, such as lack of housing supply,
changes in housing demand, changes in life patterns after Corona, and
changes in demographic structure, and suggest directions for improvement in
small and medium-sized public housing districts.
For the Seongnam Bokjeong 1 and Seongnam Geumto Public Housing
District projects, the current status of the project districts was analyzed,
characteristics and implications were reviewed, and development plans and
system improvements related to development were discovered, and the
results of this study are as follows.
First, even though many of the small and medium-sized public housing
districts meet the conditions for high-density development, most of them
are planned to be medium and low-density except for some small business
districts, so small and medium-sized public housing districts capable of
high-density development need to be actively reviewed to achieve the
purpose and purpose of the Special Act on Public Housing, which was
- viii -
enacted to resolve the overheating of the real estate market due to lack of
housing supply and to smooth construction of public housing.
Second, as the trend of commercial facilities has changed significantly
since COVID-19, the purchase pattern has shifted from offline to online,
and it is difficult to attract anchor tenant facilities to gather consumers to
the land, causing friction between residential and commercial complexes and
commercial sites. Therefore, it is necessary to review the commercial
facility plan and planning standards considering demand rather than applying
a uniform commercial area ratio according to the public housing business
processing guidelines.
Third, the Ministry of Land, Infrastructure and Transport has established
guidelines for officetel planning in public housing districts to limit the total
number of households, exclusive area, and allowable ratio within land parcels
by project area standards. However, since there are concerns about
restrictions on the provision of various residential spaces such as small
households for short-term residential purposes, such as the demand for
short-term housing, which are limited in acceptance as public housing, and
sufficient supply is required in response to location conditions such as
station areas and demand for single-person households such as young
people and office workers.
Fourth, in accordance with the Special Act on Securing School Sites,
development project implementers develop school sites and supply them to
local education offices for free, but during the development process,
excessive school sites are planned due to errors in predicting student
demand, and long-term neglect due to the cancellation of the establishment
plan and difficulty in changing the use of large-scale new cities. Even after
the establishment of the plan, various considerations are needed, such as
the establishment of a new regulation requiring change of use when school
land is not used for a certain period of time and the provision of complex
and variable use so that school land can be used for various purposes.
