복지국가발전에서 정당 이데올로기의 역할에 대한 재조명 -정치구조와의 역학관계를 중심으로- = Rethinking the Role of Political Ideology in the Welfare State Development in the Context of a Political Structure

The objective of this research is to re-examine the role of political ideology in the welfare state development. Most empirical researchers tend to simply measure the impact of political factor on the welfare state development with political ideology, especially leftist partisan government. They might ignore the interaction between political ideology and a political structure.
A policy decision is made by mutual interests and a balance of power among political actors in a given political structure. The role of political ideology, therefore, should be examined within the political structural context. This study analyzes why the political ideology plays an important role of the welfare state development in some countries and does not in others in the context of a political structure. The task is accomplished by veto points and veto players theoretical approaches.
The scope of the research is fifteen advanced industrial democracies in the period from 1960 to 2000. Time series analysis as a statistical method is applied to each country. The study finds that most countries in which political ideology does not play an important role have a divided and decentralized political structure. The study also reveals that the finding is partially explained by Lijphart’s typology of political structures.
