플랫폼 노동자 실태조사와 지원방안에 관한 연구: 전주시 사례를 중심으로 = An Investigation of and Support Plan for Platform Workers: Focusing on the Case of Jeonju－si

다국어 초록 (Multilingual Abstract)

"[Purpose]This study aimed to identify the difficulties and problems platform that workers face through analysis of the actual conditions of platform workers. In addition, the purpose of this study was to prepare policy measures to protect the rights and interests of platform workers and to create a stable working environment for them [Methodology]A survey was conducted on 300 special employment workers on platforms in five major areas. Moreover, in－depth interviews were conducted with 20 additional people [Findings]First, it is necessary to create a safe workplace environment for platform special employment workers. To this end, measures should be prepared first by the government or local governments to improve the rights and interests of platform special employment workers and to ensure safety. Second, efforts are needed to enhance the rights and interests of platform workers. To this end, once ordinances related to platform special employment workers should be enacted, then system improvement and financial resources should be prepared for support such as social insurance. Finally, it is necessary to establish governance for win－win cooperation. To this end, the establishment of a “platform special employment forum” or a “platform labor support center” should be prioritized.
[Implications]The research results were expected to help identify the problems faced by platform workers, which have been increasing since the outbreak of Coronavirus disease 2019, and develop policy alternatives for the national government or local governments in the future."

국문 초록 (Abstract)

"[연구목적]본 연구는 플랫폼 노동자에 대한 실태분석을 통해, 플랫폼 노동자들이 처한 어려움과 문제점을 파악하고자 한다. 이를 통해 플랫폼 노동자들의 권익보호와 안정적인 노동환경 조성을 위한 정책적인 방안을 마련하는데 본 연구의 목적이 있다.
[연구방법]이러한 연구목적을 달성하기 위해 주요 5개 분야 플랫폼 특수고용노동자 300명을 대상으로 설문조사를 실시하였으며 추가적으로 20명을 대상으로 심층 인터뷰를 실시하였다.
[연구결과]주요 연구 결과는 다음과 같다. 첫째, 플랫폼 특수고용 노동자들의 안전한 일터 환경조성이 필요하다. 이를 위해 정부 또는 지자체에서 플랫폼 특수고용노동자들의 권익개선과 안전을 위한 방안이 우선적으로 마련되어야 한다. 또한 상시적인 상담 및 법률서비스를 지원할 수 있는 창구가 마련되어야 한다. 두 번째로 플랫폼 노동자들의 권익개선을 위한 노력이 필요하다. 이를 위해 우선적으로 플랫폼 특수고용 노동자 관련 조례제정이 이루어져야 하며, 사회보험 등 지원을 위한 제도개선 및 재원이 마련되어야 한다. 마지막으로 상생협력 거버넌스 구축이 필요하다. 이를 위해 “플랫폼 특수고용 포럼” 또는 “플랫폼 노동지원센터” 등 지원기관의 설립이 우선되어야 할 것이다.
[연구의 시사점]본 연구의 결과는 코로나 19 이후 지속적으로 증가하고 있는 플랫폼 노동자들에 대한 실태 분석을 통해 이들이 처한 문제점을 파악하고 이에 대한 대안을 제시함으로써, 향후 플랫폼 노동자들을 위한 정부 또는 지자체에 대한 정책적인 대안을 마련하는데 도움이 될 것으로 판단된다. "
