유비쿼터스 기반 긴급대응 시스템의 개발과 효율적 활용에 관한 연구 : 소방 서비스를 중심으로 = A Study on the Development and Effective Application of Ubiquitous-based Emergency Response System : Focusing on Fire Service

국문 초록 (Abstract)

산업․도시기반의 현대생활공간이 복잡하고 치명적인 재난․사고 위험환경으로 바뀐 지금 인간사회도 기술발전에 따른 물적 공간에 종속되는 결과를 낳게 된 것은 문명의 어두운 그림자이다.

빠른 이동수단을 위해 고안한 자동차와 교통시설은 오히려 우리를 위협하고 있으며, 대량생산구조 안에서 시민의 생활패턴은 집단 공동주거화, 핵가족화 되고, 의료․후생기술의 발전이 편익과 복지를 가져다 준 반면, 인구의 노령화를 초래하면서 독거노인계층을 형성하게 하였다.
긴급구조 대응 서비스의 당사자는 기존의 전통적인 접근방식으로는 이러한 사회 내외부의 수요자 환경변화를 수용하는데 한계를 가질 수밖에 없어, 첨단정보통신기술, 유비쿼터스 시스템을 활용․응용함으로써 신속성과 효율성을 확보해야만 한다.

본 연구는 유비쿼터스 기반 긴급대응 시스템의 개발과 효율적 활용이라는 거시적 범주에 대해 다루고 있으며 연구자의 시스템 개발경험을 토대로 해당 단위 시스템들의 개발과정을 분석․소개하고 있다. 여러 개의 단위 시스템에 각각에 대한 로직과 퍼포먼스를 상세하게 분석해 나아가는 과정을 다루는 미시적인 접근방법은 초점이 흩어지게 되어 연구목적 달성에 적합하지 못하다고 생각한다.

따라서 이 연구는 국가 또는 지방정부가 주도자가 되어 어떻게 시스템 도입을 정책화해 나아가며 예산을 확보하고 이를 활용하여 서비스 시템을 구축해 나아가는가에 대한 소개가 선행되지 않았다는 점에서 궁금증을 해소해줄 수 있어야 한다는 의도를 가지고 전개하게 된다.
연구의 범위에서 밝힌 국내외 현황에 대한 소개를 포함하여 하나의 시스템을 구축해 나아가기 위한 제반 조사와 설문내용들이 포함되고 이러한 기초자료를 바탕으로 하여 시스템의 당위성을 정당화해 나아가면서 하나의 브랜드로 정체성을 확보해 나아갔던 사실들이 언급된다.

문제점 및 개선대안에서는 조직 내․외의 수준, 문화적 배경 등 영향요인에 대한 전반적인 부분을 짚어보고, 향후 이 시스템의 확장 발전가능성과 비전을 제시하는 것으로 끝맺게 된다.

다국어 초록 (Multilingual Abstract)

Modern societies in which human living spaces fabricated on industrial and urban structure have been changed into extremely complicated environments that invite us to lethal disasters, is haunted by the dark shadow of splendid achievement of human civilization, still being subordinated to the physical space themselves.

Transportations devised for the easy and rapid shift from place to place, on the contrary, are threat to us. Life patterns of the citizens in the mass production system has brought about group housing, nuclear families and advancement of medical and welfare technology has produced aging society, following solitary class even though it has provided us with convenience and welfare.

Providers of emergency response service inevitably have a limitation to accept the demanders-environmental changes inside and outside of a society with the conventional approach unless they ensure the rapidness and effectiveness appling and utilizing high tech IT and ubiquitous system.

This research deals with the "Development and Application of Ubiquitous Based Emergency Response System" in the macroscopic approach and introduces the system, analyzing the process from the early stage to end-user aspect on the basis of direct experience as a developer. Analysis of the logics and performance of each detail on the system units may scatter the main idea and focus, so that this microscopic approach will be sublated as much as possible.

Thus, with an intention to clear up the anxiety of bystanders or anyone who wants to learn how to introduce the system, this research unfolds the process, of which we seldom find precedent study, of policy forming, budget securing and system building.

Including the introduction of the present state home and abroad, the research shows some surveys related to the stages of system development. On the base of these data, system was justified and furthermore secured the identity as a brand.

In the chapter of "Problems and the Alternatives for Improvement", the research touches the overall influence elements for the system success such as the standard of an organization inside and outside, cultural background, and then ends with the presentation of the adoptability and future vision of the system.
