A variety of the systems development is going on by the challenging motivation for automating the process of designing and developing instruction. The paper presents conceptual issues for an instructional systems development system. This was done by reviewing the recent prototypes of the system and/or the related ducumented information. Three categories were reasonably identified: (1) Job- aid like system, which is a workbench, w here a collection of tools is provided for the instructional design. Basically, this type of the system assists the designer in the information management of instructional design process. The goal of the system is to reduce the time and resources required to develop instruction, but it does not provide the tools for ensuring of the instruction effectiveness and for automatizing the design process. (2) Intelligent Job- Aid like system, which is to provide the instructional designer the design content sensitive advices on the designer``s design activities. Since the designer needs noto reflect the system``s advices on his job, this system seems to be more flexible than the other categories of the systems. (3) Instructional Design Expert System. This system focuses on the separation of knowledge to be learned and instructional transaction shell which is the complete sequence of presentation and interaction necessary for the student to acquire a specific knowledge. Any knowledge are expected to be represented by an object. Basically, it consists of the instructional transaction algorithm knowledge base, the transaction configuration systems, knowledge acquisition system. An instuction specification or program will be generated by providing the necessary knowledge and selecting the appropriate instructional parameters. Characteristics of the existing systems were analyzed from the framework, and significant implications for constructing a new instructional design system prototype were identified. It is concluded that the crucial component s of constructivism oriented instructional design the ries particulary, Merrill``s Instructional Transaction Theory may be considered as a underlying model for the prototype development. Also, development of a variety of instructional transaction shells based on instructional strategy research are required to generate more natural, effective instruction. Finally it is recommended to devise the sing Ie data representation for user interface model.
