안에서 본 동북아시아: 외교사료 교차분석을 통한 한국-대만-일본 관계의 재구성

국문 초록 (Abstract)

본 연구는 한국, 대만, 일본, 미국, 중국 등의 외교사료를 다각적으로 교차분석 함으로써 동북아시아 남방(南方) 3국인 한국-대만-일본 관계를 역사적, 구조적 관점에서 재규명하는 것을 목표로 했다. 본 연구는 제2차 세계대전 이후 오늘에 이르기까지 한국-대만-일본 관계의 내재적 동학에 주목함으로써 동북아시아 지역주의의 역사적 맥락을 재해석하고 그 미래상을 전망했다.
1) 역사의 ‘공백’, 한국-대만-일본 관계사의 재규명
한국과 대만은 유사한 국제정치 환경과 정치경제적 발전과정을 공유했다. 이와 같은 맥락의 유사성에 근거해 한국과 대만은 정치경제적 측면에서 주요 비교연구 대상이 되었다. 그러나 국제관계라는 차원에서는 거의 연구된 바 없다. 특히 동북아시아 국제관계나 지역사적 관점에서 한국-대만-일본 관계에 대한 연구는 거의 이뤄지지 않았다. 이는 전후 동북아시아의 국제관계가 미국을 중심으로 한 ‘허브 앤드 스포크’(hub and spoke) 관계로 간주되어 한국과 대만의 양자관계 또는 각각의 대일관계 등이 미국의 아시아 정책이나 각각의 대미 관계에 수렴되는 결과로 이어졌기 때문이다.
최근 동북아시아 각국의 외교사료 공개가 진전됨으로써 상황은 달라졌다. 동북아시아 국제관계사 연구에서도 멀티 아카이브(multi-archival)에 기초한 연구가 가능하게 된 것이다. 본 연구는 한국, 일본, 대만의 연구자들이 모여 멀티 아카이브에 기초하여 동북아 냉전체제의 ‘남방’ 3국이라고도 할 수 있는 한국-일본-대만을 포괄하는 국제적인 국제관계사의 연구를 진행했다. 연구는 한국과 대만 등이 1950년대 초반부터 ‘태평양동맹’과 같은 독자적인 지역적 집단안전보장 체제를 구축하고자 모색했고, 다른 한편으로 전후 한국-일본-대만이라는 독특한 삼각관계가 동북아시아의 하위지역(sub-region) 구조로서 지속적으로 기능해왔다는 점을 밝히는데 초점을 맞추었다. 이를 통해 동아시아 냉전사 및 지역주의의 전개과정을 전초 국가 간 및 주변-전초 국가 간의 역학관계를 포함한 지역 차원의 다층적이고 수평적인 연구를 진행했다.
2) 동북아시아 지역주의 연구의 보완
동북아시아 국제관계사에서 한국-대만-일본의 ‘남방’ 삼각관계는 그 중요성에도 불구하고 연구의 공백지대로 남아있다. 그 결과 실제로 역사의 공백지대로 남아있다. 대체로 미국과 일본에서의 동북아시아 국제관계 연구는 미중 관계와 미일 관계, 중일 관계를 중심으로 한 강대국 권력정치(Power Politics)의 동학을 전제로 한 것들이 대부분이다. 그러나 전후 동북아시아에서는 하부지역으로서의 한국-대만-일본이라는 독특한 삼각관계의 동학이 존재했다. 그리고 이 동학은 지

The purpose of this research is to reexamine and reconstruct the relations of the Republic of Korea(referred as Korea hereafter)-the Republic of China(referred as Taiwan hereafter)-Japan, three southern states in Northeast Asian region, in terms of historical and structural aspects. While reevaluating the immanent dynamics of the three states’ relations since World War II, this research especially placed emphasis on the points mentioned below.

1) Reconstituting the historical context of the Korea-Taiwan-Japan relations
Experiencing a similar process of political and economic development since the cold war, Korea and Taiwan have long been the research objects of comparative studies especially in the realm of politics and economics. Yet, a study from the perspective of their international relations has hardly achieved. In particular, a study of Korea-Taiwan-Japan relations has been barely received attentions from the Northeast Asian regional history and international relations.
