교육복지의 개념에 관한 고찰 = 교육소외 해소를 위한 교육복지의 이론적 기초 정립에 관하여

국문 초록 (Abstract)

참여정부에 들어 교육복지에 대한 정책적 관심과 노력이 증대되고 있다. 교육복지가 국가 및 지방의 교육정책으로서 확고한 기틀을 마련하기 위해서는 그 이론적 토대가 강화되어야 하며 우선 교육복지의 개념이 체계적으로 정립되어야 한다. 본 연구는 명확하고 유용한 교육복지의 개념을 수립함과 함께 개념으로부터 유추되는 교육복지의 실천원리를 제시함으로써 교육복지의 이론적 기초 정립에 기여하고자 하였다. 교육정의와 교육소외와의 관계 고찰을 통해 교육복지란 “복지적 교육정의 실현을 위해 교육소외 현상을 해소하려는 노력 또는 교육소외 현상이 해소된 상태”를 의미하는 것으로 정의하였다. 이와 같은 교육복지의 개념으로부터 기초교육수준의 달성, 학습경험의 유의미성, 교육손실 누적 및 조기 대응, 교육기회 배분의 평등, 교육기회의 충분성, 평생교육, 교육복지비용의 공적 부담 등 7가지 실천원리를 도출하였다. 끝으로, 교육복지에 대한 이론적 연구의 필요성과 전망에 대하여 고찰하였다.

다국어 초록 (Multilingual Abstract)

It is recognized that policy concern and effort have increased remarkably in the area of education welfare especially in the present government. In order for education welfare to be settled as a major policy area, its theoretical ground has to be fortified and, above all, its concept has to be firmly established. The purpose of the study is to improve the theoretical foundation of education welfare through setting up a clear and useful concept and identifying its principles for practice on the basis of the concept.
Reviewing its relations with the concept of educational justice and educational alienation, education welfare was defined as an effort for eliminating educational alienation or the state in which educational alienation has been eliminated for the purpose of realizing the welfare-oriented educational justice. On the basis of the nature of education welfare as defined, the following principles were derived: application of educational minimum, meaningfulness of educational experience, accumulation of educational loss and earliest intervention, equal distribution and sufficiency of educational opportunity, life-long education, and the public charge on the cost of education welfare.
Lastly, the necessity and the prospect of academic research on the area of education welfare were discussed.
