The purpose of this study is following. We searched the qualitative reformation so that the physical education of the university dually divided by department and managed un directly by physical education department may help students enjoy the university sports better. In this study qualitative methodologies are used. The problems of the cultural physical education - induced by various qualitative materials such as written statements through the individual interview and the group interview with persons concerned, documentary records, and etc.-are divided into four viewpoints-curriculum, courses, facilities, and an evening school. As a result, we find that most problems of the cultural physical education are due to the lack of the facilities and space. Moreover, we find that the concern shortage of the proper authorities is the biggest problem. Accordingly, it is mentioned that the active concern expression of the proper authorities is a preceding task. The concrete suggestions of this study are these: the increase of specialized courses through curriculum reformation, the extension of complex indoor gymnasiums, the making up the special budget, the reinforcement of management and direction, and the construction of the cooperating with the related persons in the universities.
