The purpose of this research is to study the time overrun in the business period of ODA(Official Development Assistance) projects in Korea and the analysis of the its causes. It is relatively recent that Korea has started the ODA project in earnest since 1991 when the KOICA(Korea International Cooperation Agency) was established. However, despite carrying out many ODA projects, it can be seen that they are inevitably experiencing “Project schedule delays”. This study aims to analyze the cause of delay in the ODA business period. To this end, the expecting time table calculated from the date of RD signing or loan agreement to the completion date and the not-expecting time table are compared and analyzed, focusing on construction projects conducted by EDCF and KOICA. The analysis of the cause of delay specified in the termination evaluation report or post-evaluation report for each project shows that some of reason is by the recipient country with responsibility, and some of reason is by the donor country. However, it is sure that the responsibility of the recipient country and the donor country coexist at the same time for most of the delay. On the one hand, it can be seen that delays due to force majeure causes such as natural disasters are common.
Based on this, it is expected that the risk management of the ODA project to be discovered in the future can be written more closely. It is time for aid projects to establish guidelines for efficient ODA (Official Development Assistance) projects and make Korea's image more positive.
