국제개발협력(ODA)사업의 사업기간 지연과 원인분석에 관한 연구 = An analysis of the time overrun and its causes for Official Development Assistance (ODA) projects

The purpose of this research is to study the time overrun in the business period of ODA(Official Development Assistance) projects in Korea and the analysis of the its causes. It is relatively recent that Korea has started the ODA project in earnest since 1991 when the KOICA(Korea International Cooperation Agency) was established. However, despite carrying out many ODA projects, it can be seen that they are inevitably experiencing “Project schedule delays”. This study aims to analyze the cause of delay in the ODA business period. To this end, the expecting time table calculated from the date of RD signing or loan agreement to the completion date and the not-expecting time table are compared and analyzed, focusing on construction projects conducted by EDCF and KOICA. The analysis of the cause of delay specified in the termination evaluation report or post-evaluation report for each project shows that some of reason is by the recipient country with responsibility, and some of reason is by the donor country. However, it is sure that the responsibility of the recipient country and the donor country coexist at the same time for most of the delay. On the one hand, it can be seen that delays due to force majeure causes such as natural disasters are common.
Based on this, it is expected that the risk management of the ODA project to be discovered in the future can be written more closely. It is time for aid projects to establish guidelines for efficient ODA (Official Development Assistance) projects and make Korea's image more positive.

국문 초록 (Abstract)

이 연구는 우리나라 국제개발협력(ODA) 사업의 사업 기간 지연과 그 원인분석에 관한 연구를 목적으로 한다. 우리나라가 국제개발협력(ODA) 사업을 본격적으로 시작한 것은 한국국제협력단(KOICA)이 세워진 1991년 이후로 30년 이상이 경과하였다. 오랜 경험 축적에도 불구하고 많은 국제개발협력(ODA) 사업을 수행하는 과정에서 대부분의 사업들은 상당한 사업 지연의 어려움을 겪고 있다. 이에 따라 지연된 사업들은 그 성과가 높게 평가되지 못해 긍정적인 기대를 할 수 없게 한다.
국제개발협력(ODA) 사업이 지연되는 원인을 분석하기 위해 EDCF 및 KOICA에서 수행한 사업 중에서 건축 부분이 포함된 사업을 중심으로 자료를 분석하였다. 구체적으로는 지난 2011년도부터 2020년도까지 사후평가가 이루어진 54개의 EDCF 사업과 2022년도에 사후평가 결과가 발표된 76개의 KOICA 사업의 사후평가 보고서를 분석하여 사업 지연의 원인을 분석하였다. 사업 지연의 판단 기준은 RD(Record of Discussion) 체결 혹은 차관계약을 맺은 날부터 준공일까지를 산정한 ‘예정 기간’ 대비 실제 사업 소요 기간의 차이를 ‘지연 기간’으로 정의하고 사업 지연의 실태와 원인을 분석하였다.
각 사업별 종료평가 혹은 사후평가에 명기된 지연 원인을 분석해 보면 ‘수원국의 책임’과 ‘원조국의 책임’이 혼재하는 것을 볼 수 있다. 한편으로는 자연재해 같은 불가항력적 원인으로 지연된 경우도 빈번함을 알 수 있다. 분석 결과가 추후에 발굴되는 국제개발협력(ODA) 사업에 대한 면밀한 위험관리 방안을 수립하는 데 도움이 될 수 있기를 기대한다. 효율적인 국제개발협력(ODA) 사업관리의 가이드라인을 세우고, 한국의 이미지를 보다 긍정적으로 만들 수 있는 원조사업이 필요한 시점이다.
