특별교부금 국가시책사업 평가의 실태와 개선과제

다국어 초록 (Multilingual Abstract)

The evaluation for National Policy Project given Special Subsidy has been come into force with the new settlement of enforcement decree 2 of Article 3(the evaluation for National Policy Project which is the object of Special Subsidy recipient etc.) on January 12thin 2016.This research has analyzed the evaluation for the Project of Special Subsidy before establishing the system in theoretical perspective of policy evaluation and has suggested tasks for improvement after considering operating status and achievement of the evaluation for National Policy Project Given Special Subsidy from 2010 to 2015.
Although the purpose of the evaluation has been changed somehow, it shows mainly the propulsion progress of the project, inspection for the accomplishment and the nature of feedback strongly to be reflected to selection of the project of next year and the scale of the budget. The project has been enlarged gradually than the early years, it’s been evaluated all projects of 29 policy fields in 6 subcommittees in 2015. In terms of the evaluation method, multilateral ways such as documentary evaluation, survey, field evaluation and comprehensive evaluation are used to analyze and understand the project. From the evaluation of the National Policy Project given Special Subsidy, the accomplishment index of the project for recent 3 years has been improved. Since the number of index for the process·production and result has been increased, the support to establish a continuous accomplishment management system is needed. Also, as the relation between the evaluation result and the budget of National Policy Project given Special Subsidy has been analyzed, no big difference of budget change for next year is in high level, but big decrease rate of budget is in low level and it is analyzed as the well operated feedback function of evaluation. In revised enforcement decree of Subsidy Law, since the reduction and abolition of the business for the result of the evaluation is stipulated, the feedback system for the result of future evaluation will be strengthened more.
