울산광역시 CPTED 도입 논의 = Arguments for Applying CPTED to Ulsan Metropolitan C

국문 초록 (Abstract)

범죄예방은 사회구성원 모두의 관심사이며, 다양한 관계기관의 책임이며 사회문제를 해결하는데 관련되어 있어, 잘 수행하기만 한다면 궁극적으로는 효용 대비 가치가 매우 높다. 따라서 결과적으로 범죄예방은 모든 지역사회와 거주민의 삶의 질을 개선시켜준다고 할 수 있다.
CPTED는 적절한 디자인과 주어진 환경의 효과적인 활용을 통해 범죄발생 수준 (범죄율) 및 범죄에 대한 두려움을 감소시키고 삶의 질을 향상 시키는 것이라고 개념적으로 정의된다. CPTED는 다양한 사회구성원의 참여를 전제로 한다는 점에서 치안서비스의 공동생산을 가능하게 해주는 범죄예방 전략이라고 할 수 있다. CPTED는 적절한 디자인과 주어진 환경의 효과적인 활용을 통해 범죄발생수준 및 범죄에 대한 두려움을 감소시키고 삶의 질을 향상 시키는 것으로, 지속가능한 지역 사회 환경을 만들어주는 도시발전 전략으로 합리적인 사회통제가 이루어질 수 있게 한다.
따라서 이 연구에서는 최근 관심이 높아져 가고 있는 범죄로부터 안전한 도시환경 조성에 필요한 CPTED에 대해 검토하고, 특히 울산광역시에 적용되기에 앞서 논의해야 할 네 가지 문제들에 대해 살펴보았다.

다국어 초록 (Multilingual Abstract)

Techniques developed in recent years mandate that the police concentrate on high-crime risks in order to increase the effort, increase the risk, or reduce the reward associated with crime. In many instances, dramatic decreases in crime rates can result. These techniques refers as situational crime prevention and Crime Prevention Though Environmental Design.
Ulsan is located in the southeast coast of Korea. Its population is about 1.1 million and GRDP per capita is around 45,000 USD. Ulsan is spread over an area of 1,057㎢. On the southeastern tip on the Korean peninsula, Ulsan is an important hub city in eco-geographical aspects because of its ports, making it a gateway linking the Korean peninsula to ocean. Ulsan is famous for ulsan special industry zone. Ulsan special industry zone was designated and announced on Jan. 27, 1962. Promoted to Ulsan City on June 1, 1962. Ulsan city and Ulsan-gun were integrated on Jan. 1, 1995. Promoted to Ulsan Metropolitan City on July 15, 1997.
This study is to apply Crime Prevention Though Environmental Design as situational crime prevention to Ulsan Metropolitan City. For this purpose, We started arguments for CPTED by four points: 1) the need of manuals, 2) making community consultative group, 3) public information, 4) application and management.
