This study has begun by exploring ways to reach the qualitative change of "local participation" in Korean local autonomy, and as a solution, "Citizenship Education" was studied. The purpose of the study is to analyze the effect of citizenship education on citizen participation. Based on the precedent researches, a research model and hypothesis were established to analyze the relationship between citizen education and citizen participation, and the established model was applied to students of autonomous decentralized universities.
As a result of regression analysis to verify the hypothesis of this study, significant results were obtained for both "the impact of civic education on cognitive change" and "the effect of civic education on behavioral change". In particular, it was found that "curricular satisfaction" had a higher impact, and it was found that it affects both "perception change" and "behavioral change" at a 1% significance level.
Assuming that Korean local autonomy seeks a new path for change, if previous institutional development has been racing for local autonomy, the qualitative maturity of local autonomy can be a answer in "citizen education", which is "local autonomy education".
