In these days, the real estate tax has been utilized mainly as a method to restrict the price of real estate or to regulate its trade.
In particular, the system for the capital gains tax in Korea has been modified by circumstantial conditions, rather than its reasonable cause. Its restriction was either released for revitalizing the real estate market, or strengthened to oppress the excessive speculation. As a result, the system was created by circumstances.
Of course, it can be judged as the most appropriate method, but if the tax system is modified without its foundation, there might be various taxation problems. Thus, it is possible that policies become the main cause for land speculation.
In addition, as an income earned by speculative investment create a sense of disparity, one of functions of taxation, equal distribution of incomes, may get troubled.
Although there may be negative reaction to apply the capital gains tax as a policy instrument, it is one of only tax-related policies the government can manage and control. Therefore, real estate taxation is closely related to conditions of the real estate market as well as speculation revenue, indicating its necessity as a policy instrument.
Therefore, in order to improve the efficiency and fairness of taxation and to support the sound financial structure, real estate taxes should be established so that they can respond actively to overall environmental changes such as openness, informatization, localization and systematic reform of the economy and strengthen the national competitiveness.

This study considers policy effects of the capital gains tax, among current policies for real estate.
In conclusion, the capital gains tax tends to be modified by circumstantial conditions of the market, rather than any regulated standards. As indicated before, this process is created by conditions of the market at the time, not by necessary demands.
When any policy is implemented, there should be both positive and negative effects. In order to minimize them, it is important to adopt opinions of professionals, and to analyze the system with both short-term and long-term perspectives.
