북한주민의 남한드라마 시청에 관한 연구 : 1990년대 말 이후를 중심으로 = Research of South Korean Drama viewed by North Korean Civilians : since late 1990s

국문 초록 (Abstract)

본 논문은 1990년대 말 이후 북한주민의 남한드라마 시청에 대해 논의를 전개하였다. 이를 위해 남한드라마 유통·확산 구조를 살피고, 설문조사와 심층인터뷰를 통해 남한드라마의 시청현황과 수용 실태를 조사하였다. 또한 탈북주민을 대상으로 북한주민의 남한드라마에 대한 선호도를 조사하고 엄격한 통제와 감시 속에서도 북한주민들이 남한드라마를 시청하는 원인을 연구하였다. 나아가 남한드라마 시청이 북한주민의 의식변화에 미치는 영향을 분석해보고 북한체제 변화에 미칠 영향을 가늠해보고자 하였다.
1990년대 말 경제위기로 인한 사회적 변화가 있기 이전까지 북한주민은 남한이나 외부에 대한 정보를 북한당국이 일방적으로 주입하는 편향적인 정보에 의존할 수밖에 없었다. 그러나 그 이후 북한사회의 경제적 변화로 인한 사회적 일탈과 탈북자의 증가, 북-중 국경을 통한 왕래가 왕성해지면서 유입된 남한드라마나 외부정보는 시장과 사람들을 통해 파급적으로 확산되기 시작하였다. 초기에는 호기심에서 출발한 남한드라마 시청이 남한드라마의 매력과 외부정보에 대한 욕구, 폐쇄적인 북한당국의 감시와 통제-이완, 등으로 ‘남한 따라 하기’ 문화를 퍼뜨렸다. 남한드라마를 비롯한 외부문화나 정보에 대하여 수동적이고 소극적으로 임하던 북한주민들은 이제 주동적이고 적극적으로 접근하고 있다.
더욱이 이런 문화가 당·정권·군 간부나 가족들에게 까지 전파되고 있으며 젊은 층이나 사회 엘리트나 인텔리들 속에서 더 심각히 나타나고 있다.
북한주민의 시장 활동이 활발해지면서 부유층이 생기고 TV, VCD, DVD, USB, 플레이어나 메모리, MP3 보유량이 증가하여 보위부나 보안서를 비롯한 단속기관의 눈을 피하면서 남한드라마를 시청할 수 있는 다양한 방법들도 생겨났다.
이러한 북한주민의 남한드라마 시청에 대하여 북한은 형법을 제정하고 엄격한 단속을 진행하고 있지만, 여전히 남한드라마 시청이 북한주민의 새로운 일상으로 자리잡아가고 있는 점은 매우 주목할 점이다. 앞으로 북한주민들은 남한드라마나 외부정보에 대해 더 많은 것을 원할 것이며, 이에 대한 북한정권의 통제는 더욱 강화될 것이지만 이러한 갈등으로 북한은 부분적으로나마 새로운 변화를 강요받게 될 것이다.
남한드라마 시청으로 북한주민의 의식이 변화되고 그 속도는 점차 빨라지게 될 것이며, 의식변화로 인한 행동의 변화가 일어날 것이며 나아가 북한사회의 변화를 가져오게 될 것이다.

다국어 초록 (Multilingual Abstract)

In this paper we discussed on North Koreans watching South Korean dramas. We checked the structure of South Korean Drama's circulation and spreading, examining the present status and situations by surveys and interviews. Also, we investigated North Korean resident's preference among defectors and find out the reason why they watch South Korean dramas despite strict control and surveillance. In advance, we analyzed its consequences towards North Korean's perception, expecting the impacts on North Korean system change.
Before the economic crisis which caused the social change in late 1990s, to get the news of South Korea or outside, North Korean residents had to rely on deflected information infused by N.K govermnet. Social deviation, increasing defectors and active correspondence bertween N.K-Chinese border caused the incoming of South Korean dramas and external information which began to spread fast by people and market. In the beginning, curiosity made N.K people to watch South Korean drama. Howver, South Korean drama's attraction, desire to external information and N.K government's surveillance cause the culture of imitating South Korea. North Korean residents that were passive and negative on external culture or information are now approaching more actively and more initatively.
In addition, this culture is popular to party, government and military executive members or their family and even more serious among youth, social elite and intellectuals. As N.K market develops, rich people emerge and therefore the increase of electric devices such as TV, VCD, DVD, USB, memory, MP3 enable watching South Korean drama safely, evading from security agencies. To prevent viewing the South Korean drama, N.K enacted the crimianl law and improved intermittence, and we noticed that watching South Korean drama is now daily among N.K people. From now on, N.K residents will ask for more South Korean dramas or external information, and this will reinforce N.K government's control. This conflict will force N.K to find out new direction. In summary, N.K resident's perception will change fast due to South Korean dramas, and this will change their behavior which will bring change to N.K society.
