대학가버넌스(University Governance) 일고 = A Study on University Governance

다국어 초록 (Multilingual Abstract)

In this paper, I reviewed the features and types of university governance in comparison with corporate governance that focused on those who are governed and those who govern. The important results summarized following that : the first, university governance differs from corporate it in which university have with a residual control problem that nonprofit organization features, a completely different students from consumers in corporate and faculties have the less community spirit than corporate staffs. The second, governance model can be divided into various ways, but the paper identified five primary models of board level governance in universities: (1) faculty; (2) corporate; (3) trustee governance; (4) stakeholder; and (5) amalgam models of governance. Each governance model serves different purposes in different contexts and at different times.

국문 초록 (Abstract)

이 글에서는 “기업의 주인은 누구이며, 기업활동은 어떻게 통제되어야 하는가”로 요약되는 기업가버넌스를 대학조직 이해의 틀로 삼으면서 대학가버넌스의 특징과 형태를 검토하였는데, 주요한 결과는 다음과 같다. 첫째, 대학가버넌스는, ① 일반적인 비영리 조직에서 나타나는 잔여지배의 문제, ② 교직원의 공동체의식, ③ 대학의 주요한 이해관계자로서 학생의 존재의의, ④ 교수회 및 교수들의 동기와 의사결정방식에서 기업가버넌스와는 다른 성격을 가진다. 둘째, 대학들이 선택하고 있는 대학가버넌스의 형태는 실질적인 의사결정의 주체 그리고 이사회의 구성방식에 따라 다양한 형태로 분류될 수 있지만, 시대의 변화나 환경에 따라 그 대학이 직면하는 문제 등도 변화하기 때문에 절대적인 모델은 존재하지 않는다.
