범죄예방 환경설계를 통한 학교안전 증대방안에 관한 연구

국문 초록 (Abstract)

▣ 연구내용 요약 및 주요연구 내용

2010년 통계청에서 실시한 사회조사의 결과를 보면 ‘범죄에 대해 불안하다’는 답변이 2008년 54.1%에서 63.2%로 높아졌고, ‘5년 전과 비교해 사회의 안전상태가 어떻게 변했는가’에 대해 46.6%의 응답자가 ‘더 위험해졌다’고 응답하였다. 이러한 사회적 불안감의 증대는 사회전반에 미치는 영향이 클수 밖에 없고, 미치는 파장역시 매우 광범위하다. 특히 최근에 주목받고 있는 학교폭력 및 자살문제는 학교안전에 대한 총체적 위험수준이 매우 높음을 알 수 있다. 이에 본 연구는 학교안전에 대한 환경적 위험요인을 제거하기 위한 사회적 노력의 일환인 CPTED의 관점에서 기존의 자료를 검토하고, 정부 및 유관기관의 대응방안에 대해 분석하고 적절한 대안을 모색함에 있다.

- 범죄예방적 측면에서의 취약점들에 대하여 신규 학교나 리모델링을 하게 될 학교 그리고 이미 완공되어 운영중인 학교시설 및 공간에 대한 범죄예방적 설계와 디자인적 요소에 대한 대안을 제시하고 연구결과물로서의 체크리스트를 제시함으로서 범행의 기회가 억제될 수 있는 안전한 학교환경에 대한 가이드라인과 정책적인 함의를 제시하고자 한다.

▣ 국내연구의 시작 및 정책대안으로의 채택
◦ 국내 CPTED 연구의 시작
- 국내에서는 2000년 이후 부터 CPTED 전략에 대한 연구가 이루어졌으며 범죄학, 건축학 등의 분야에서 차별적인 연구가 이루어졌었고, 국내 연구자 및 정책담당자들이 동 전략의 중요성을 인식하고 이에 근거한 정책수단을 마련하려는 다양한 연구 및 정책대안의 제시가 이루어지고 있다.
- 특히 비용효과적이며, 자연친화적인 CPTED전략은 2008년 KS A 8800로 국내 범죄예방설계표준안으로 채택되었고, 수도권 일대의 신도시구축 및 전국 10개 혁신도시개발지침에 포함되는 등 본격적인 CPTED 연구기반이 조성되었다.
◦ 정책대안으로의 채택
- 서울시에 의한 뉴타운사업에 대한 CPTED기법의 적용이 대표적 사례이며, 경찰청도 CPT

As part of a new crime-prevention activity, this study attempted to investigate the relation between citizens' awareness of CPTED (Crime Prevention through Environmental Design) and their fear of crime through environmental design. This study was conducted on the effect of both formal and informal control on the fear of crime, while particularly examining the relation between the fear of crime and the effect of citizens' awareness of CPTED as formal control.
At last, for districts children frequently come and go and residential areas in addition to space and facilities women frequently use, it is necessary to establish a policy for crime prevention through the application of CPTED techniques. Particularly speaking, the CPTED technique should be applied for schools and the surrounding areas for children's safety and residential areas and the surrounding space, and facilities and space such as central commercial facilities and parking lots.
However, it is true that the ground of awareness in this field is not strong enough maybe because of the lack of active promotion at present.
