국제전기통신연합(ITU)의 전파관리제도에 관한 고찰 = A Study on the Spectrum Management System of the International Telecommunication Union

다국어 초록 (Multilingual Abstract)

The International Telecommunication Union(hereinafter referred to as ITU) is a forward-looking, dynamic organization that has been in the business of helping the world communicate for over 140 years. Also, ITU is the leading United Nations agency for information and communication technologies. ITU`s role in helping the world communicate spans 3 core sectors: radiocommunication, standardization and development. Especially, managing the international radio-frequency spectrum and satellite orbit resources is at the heart of the work of the ITU Radiocommunication Sector(ITU-R). The ITU-R World Radiocommunication Conference(WRC), which convenes every three to four years, is at the core of the international spectrum management process and constitutes the starting point for national practices. WRC reviews and revises the Radio Regulations, an international treaty establishing the framework for the utilization of radio frequencies and satellite orbits among ITU member countries, and considers any question of a worldwide character within its competence and related to its agenda. However, the government of the Republic of Korea has faced a lot of challenges such as the lack of experts who keep consecutive participation in the conference, insufficient study materials, limited opinion channels, loosened cooperation in regional organization and delayed implementation of WRC results. But, in this paper, it foundationally researched ITU, ITU`s legislation and WRC. Especially, we must be continuously carrying out research on spectrum management of the ITU.
