김대중 정부의 대기업 구조조정정책 연구 : 역사적 제도주의의 적용 Based on Historical Institutionalism = Big Business Restructuring Policy under the Kim Dae Jung Government

국문 초록 (Abstract)

본 논문은 1997년 경제위기 이후의 김대중 정부가 시행하였던 대기업 구조조정정책의 결정과 집행과정에 있어서의 기존 제도의 경로 의존적 제약을 강조한다. 본 논문은 정책에의 제약을 가져오게 된 제도적 경로를 정부주도의 정책사고와 사유화된 대통령의 권력, 그리고 통제된 금융으로 파악한다. 국민정서와 법에 기반을 둔 정부주도의 정책사고는 민간기업의 경영에 대한 정부의 간섭과 행정규제의 기제로 작용한다. 대기업을 상대로 정책을 펼칠 경우 이러한 정책사고는 사유화된 대통령 권력의 사회적 용인과 맞물려 법이 뒤로 밀리고 정부가 주도한 약속이나 압박 등의 방식이 더 큰 위력을 발휘하게 한다. 또한 부실 금융기관을 정리·통폐합하고 재무구조 개선의 목적으로 공적자금을 투입한 결과 정부의 금융권에 대한 통제력은 강호되어 민간금융기관이 정부의 정책실현수단으로 이용된다.
본 연구는 정책구조의 제도적 제약을 살펴봄으로서 정책결정의 메커니즘을 발견한다. 역사적 맥락에 의해 형성된 제도가 경로의존적 특성으로 정책유형을 결정하는 상황 하에서는 효율적으로 여겨지는 정책일지라도 그의 선택이 용이하지 않다. 상호결합 되어있는 제도들의 변화가능성이 상당히 제약적이고 선행되었던 공식적·비공식적 제도의 경로가 정책변화의 범위를 규정하기에 정책을 시행하고 평가함에 있어서 장기적인 기준으로 행해져야 함을 말해주고 있다.

Based on historical institutionalism, this study argues that there is continuity in institutions, emphasizing the constraints created by existing structures and institutions. This study assesses the Republic of Korea as a case study analyzing big business policy under the Kim Dae Jung government. The result found in this study is that there is no rapid disappearance of institutional pattern of state activism in Korea. This study examining four institutions : 1) state-led ideology : 2) centralized and personalized power of the president and bureaucratic system as a function of policy implementation : and 3) the state-advised financial sector. This study demonstrates that whereas formal institutions collapse or are dismantled, informal institutions such as operating procedures persists to shape the behavior of political actors. Institutional structure is so integrated that it cannot be easily divided into separate parts for the new regime in order to produce different or 'efficient' solutions to industrial restructuring.
