철도차량 기후환경 시험의 국제규격에 따른 공인 인증방안 연구 = Study on the attainment of international accreditation on climatic testing of rail car based on international testing standards

국문 초록 (Abstract)

승객 민원 중 가장 많은 수를 차지하는 것이 열적 쾌적성이며, 이에 차량 냉난방은 매우 중요하다. 외국에서도 냉난방 장치가 설치된 완성차량을 대상으로 기후환경시험을 의무적으로 수행하는 경우가 많다. 세계철도연맹과 유럽 연합 등에서도 철도차량의 기후환경시험과 관련한 국제 규격을 제정하였다. 국내에도 기후환경시험이 가능한 환경챔버를 구축되었으나, 국제 공인을 위한 KOLAS 인증을 받지 않았기 때문에 시험결과의 대외 공신력을 확보하는데 어려움이 있었다. 이에 본 연구에서는 KOLAS 인증을 받기 위한 기본적인 방법을 제시하고, 그 동안의 성과를 나열하였다. 시험 방법, 시험자의 수준, 장비의 성능 등에 대한 데이터를 확보하여 숙련도 시험을 통과하였으며, 향후 2013년에 정식 인증을 받을 수 있을 것으로 기대된다.

The importance of heating, ventilation, and air-conditioning of rail car is increasing because one of the most frequently issued complaints from passengers is the thermal discomfort. For this reason, climatic testing of rail car is demanded in many countries, though it is not mandatory in Korea. However, because KRRI does not have the certificate of Korea Laboratory Accreditation Scheme (KOLAS), the testing report on climatic testing of rail car was not reliable. In this study, our effort to get international accreditation certificate on climatic testing was described. The method of testing, the quality of testers, and the performance of the equipments was verified by an inspector assigned by KOLAS office. Based on the obtained results, we expect to get the international certification on climatic testing by 2013.
