意思疏通的 接近을 通한 協力的 計劃에 대한 硏究 : 도봉구 지구단위계획구역을 사례로 = A Study of Collaborative Planning through Communicative Approach: A Case Study Of the District Unit Plan for Dobong-Gu

국문 초록 (Abstract)

- 의사소통적 접근을 통한 협력적 계획에 대한 연구

도시계획이나 각종 정비사업의 수립에 있어 주민과의 의사소통을 위한 참여 방안이 전문가나 공무원들간의 논쟁을 하는 공청회나 주민을 대상으로 설명하는 주민설명회, 일간 신문에 계획내용을 일괄 게재하는 등 주민을 대상으로 일방적으로 설명함으로써 결정이후 지구단위계획 구역의 경우 공동개발 계획된 획지계획나 도시계획시설 설치계획에 대해 공공과 주민, 혹은 주민과 주민의 갈등이 빈번하다.
이 연구의 목적은 지구단위계획을 재정비하는 과정에서 업무담당자가 지구단위계획의 문제점을 인식하고 제도외 절차에 의해 도시관리계획 입안 전 주민 교육과 설문을 통해 주민과의 의사소통을 위한 협의를 직접 시도해 보고, 그에 따르는 문제점 해결을 어떻게 해결하는지, 그리고 결정고시된 지구단위 계획이 어떻게 실현되었는지 과정을 보여주면서 팻치 힐리(Patsy Healey)의 협력적 계획(분절된 사회의 협력과 거버넌스)의 전략적 계획수립을 위한 설계방식의 절차에 의해 맞추어 보면서 팻치 힐리의 이론의 적합성과 현실적용에서의 차이점을 비교해보면서 보완해야 할 점을 제안하고자 한다.

ABSTRACT

In city planning or establishing other improvement project, the participating plan for communication with the residents is unilaterally publicized in simple residents meetings, official hearings or daily newspapers and therefore it causes conflicts between residents or between the public and the residents regarding urban planning or lot planning regarding establishment of city plan facilities.
The purpose of this study is during the process of improving district plans, the work manager recognizes the problems of the plan and tries to communicate directly with residents for consultation through education and surveys and the study further shows how to solve the problems. And also by showing the process of realization of decision-noticed district plan and by comparing the designing steps for strategic planning in Patsy Healey's 'Collaborative Planning (Collaboration of fragmented society and governance), thereby suggests complementary points by studying the compatibility of the theory of Patsy Healey and its applicable differences.
