    As for most of cities, the center of city and surrounding residential districts are formed naturally. As structures built in 1985 or earlier are getting old and inferior, the residential and general city environment would get more deteriorate if the old and inferior residential district is left alone. For the two reasons above, environmental improvement is necessary. In particular, there should be a systematic arrangement to restore and regenerate functions of the center of a city and surrounding areas as well as the residential district mentioned.
    While construction of apartments in the metropolitan area and big cities through redevelopment and reconstruction are active, in small and medium cities, mainly 'Residential Environment Improvement projects' are in progress, and 'Local Upgrading Methods' account for more than 80%. Residential environment improvement projects in a way of Local upgrading increase the residential population around the center of the city in local cities in which decline of the center is accelerating. In addition, small and medium cities are of great significance in terms of succession and development of residential culture and preservation of the urban landscape.
    However, since the effects of projects may have positive or negative effects depending on the location and contents, results of former projects should be thoroughly examined to draw up aspects to be improved.
    Regarding the study subjects, chosen were 17 districts of Jeonju City, a middle size city, in which Residential Environment Improvement projects in a way of Local upgrading from 2001 to 2005.
    First of all, the actual condition of Residential Environment Improvement projects in Jeonju City were investigated and analyzed. The Registers and land price table of buildings in each district and the surrounding area were all examined, and the upgrading achievement and changes in land use after projects were analyzed. Various factors that may affect housing upgrading were drawn from the analysis on residents? satisfaction and upgrading of housing condition. Lastly, the comprehensive problems were analyzed, and aspects to be improved in Residential Environment Improvement projects were presented.
    As a result, it turned out that in some project districts, residential environment deteriorated and new slum areas were created due to wrong selection of districts, insufficient regulating measures of land use, limited public support, and so forth. Especially, regions where many studio apartments were newly built were densely populated and had various problems.
    Therefore, the following improvements should be taken to promote the project effect:
    First, in selecting project districts, regions that cannot be redeveloped due to public regulations (limit to the height), rather than regional arrangement, should be prioritized.
    Second, projects should be linked to regions adjacent to existing project districts, and the regions should share public facilities.
    Third, residents' demands should be reflected and public facilities should be installed in a reasonable manner, rather than focusing on road installation. Besides, public support should be expanded to facilitate Local upgrading.
    Fourth, high density should be regulated, and specific regulations should be prepared to prevent conflict with redevelopment projects.
    Compared to existing studies presenting the general effects and improvement plans for some regions of big cities, this study is significant in that it comprehensively analyzed general project districts and clarified the project effects of small and medium sized cities in which Residential Environment Improvement projects in a way of Local upgrading t were promoted.
