중국의 등장과 포스트-신자유주의: 라틴아메리카 최근 정세에 대한 지정학적 관찰

국문 초록 (Abstract)

이 논문의 목표는 두 가지이다. 하나는 현재 라틴아메리카에서 벌어지고 있는 지정학적, 지경학적 변화를 거시적으로 일별하는 것이다. 저자가 주목하는 것은 중국의 눈부신 성장이 라틴아메리카 발전에 미치는 영향이다. 다른 하나는 포스트-신자유주의 시대에 일어나고 있는 다양한 변화를 장기적인 안목에서 평가하는 것이다. 저자는 경제통합과 블록의 분열에 더하여 중도좌파 정권 붐 현상을 주목하고, 그 속에서 중장기적 전망을 끌어내고자 한다.
포스트-신자유주의에 대한 다양한 논의가 있지만, 급진적 대안은 베네수엘라를 제외하곤 찾기 힘들다. 유엔 라틴아메리카경제위원회의‘동반성장’론과 신구조주의 조류가 중도좌파 정권들에 점차 침투하고 있지만, 정책 서클과 재계에서는 여전히 신자유주의 조류의 영향력도강하다. 또 사회정책 분야에서도 신자유주의 시절의 유산이 그대로 지속되고 있고, 현금이전프로그램만 확충되고 있어 큰 변화가 아쉽다고 할 수 있다. 하지만 강한 국가의 역할, 산업정책과 연구 및 개발의 중요성, 내수시장과 내자동원의 중요성을 강조하는 경향은 새로운 변화라고 할 수 있고, 이 부분에서 라틴아메리카 국가들은 동아시아 모델에서 교훈을 얻을 수있다.
