우리나라 지적재조사사업의 개선방안

국문 초록 (Abstract)

토지는 국가의 기본요소로서 인간생활의 터전이자 생산활동의 기초자원이며, 지적은 토지에 관한 기본적 정보를 등록관리하는 정부의 기초행정이다.
지적제도는 국민의 재산권을 보호하고 각종 토지관련 정보를 국가, 지방자치단체, 공공기관과 일반 국민에게 제공하는 중요한 기능을 하고 있다.
그러나 우리나라 지적제도는 1세기전 토지를 조사하여 그동안 오랜 사용으로 지적불부합이 산적하고 축척이 다양하며 등록정보가 지극히 부족하다.
부동산 공시제도는 지적과 등기, 토지와 건물로 관리기관이 다원화되고 공부의 종류가 다양하여 부동산정보체계구축에 한계가 있음으로 다양한 토지정보수요에 부응하지 못하고 있다.
정부에서는 사회, 경제적으로 많은 문제를 발생시키고 있는 지적불부합지 문제를 해결하고자 지적재조사사업을 계획하였으나 수 조원에 달할것으로 예상되는 막대한 사업비와 국민적인 이해부족으로 인하여 중단하였다.
이렇게 지적재조사사업이 전면 중단된 상황에서 지적불부합을 효율적으로 해결하기 위해서는 현지측량 방식에 기반하여 불부합지를 조사하고 정리하기 보다는 현재 구축되어 있는 지적도 전산화 데이터와 GIS 관련 데이터 등을 최대한 활용하여 조사할 수 있는 새로운 방법론의 모색이 필요하다.
지식정보화의 글로벌 사회에서 뒤지지 않기 위해서는 선진 각국들과 같이 지적재조사사업을 조속히 시행하여 등록정보를 확대하며, 토지와 건물 부동산관리를 통합하고 지적과 등기의 부동산공시를 일원화하여 부동산 관련정보를 종합적이고 체계적으로 구축하여야 할 것이다.
이는 지적의 발전과 산업의 발전에 기여하며, 세계에서 앞서가는 국가경쟁력을 발휘할 것이다.

Land is site of human life and basis resource of production activity as base element of the country, and area basic information about land registration manage it knowing governmental basis administrator be. In every country, the cadastral systems are used to protect citizens' properties and provide many kinds of land information for the nation, the local governments, the public departments and every citizen. But our country cadastral systems area fire coincidence lies in a heap by long use meantime investigating soil 1 century ago and representative fraction is various and registration information is extremely lacking. Because real estate disclosure system managing agency is diversified to cadastral and registration, land and building and kind of study is various, is not meeting in various land information demand as is limit in real estate information system construction.
To solve cadastral non-coincidency which has been causing social and economical problems, korean government planed renovation of cadastre project, but the project was suspended because of the lack of the people's understanding and enormous project expense. At this point, instead of dealing with cadastral non-coincidency through field-out survey, we need to find a new methodology that apply collected digital cadastral maps and Geographic Information System(GIS) data.
Expand registration information because enforces area reexamination business with advanced every countries as soon as possible not to fall behind on grovel society ofknowledge information, and integrates land and building real estate administration and because real estate public notification of land register and registration does work won currency real estate relevant information synthetic systematically construct should. This may contribute in development of area and development of industry, and display country competitive power that go first in the world.
