상세계획과 도시설계에 대한 대안적 제도의 제안 = A Suggestion of an Alternative Legal System to Specific Plan and Urban Design Systems of Korea

다국어 초록 (Multilingual Abstract)

The purposes of this study are to define the characteristics of urban design, to analyze the legal problems with Specfic Plan and Urban Design in Korea, and to suggest an alternative to them.
The analysis of problems indicates that the two plans have been misused for high-density development only to cause the deterioration of amenity in the districts designated for urban design. This is due to the fact that there are no legal requirements for both plans to be prepared with specific guidelines from other plans within the existing urban planning system.
This study suggests an alternative to Specific Plan and Urban Design as a part of an alternative to the existing urban planning system. The alternative urban planning system consists of urban policies, urban land use plan, urban design plan, district plan, implementation plan and project plan. Two of these plans including urban design plan and district plan, which form an urban design system are proposed as an alternative to Specific Plan and Urban Design. Also proposed are the guidelines to be provided by urban policies and urban land use plan for the system.
