통일방안에 대한 비판적 고찰과 관점의 전환 = A Critical Review on the Unification Formulas and Perspective Shift

국문 초록 (Abstract)

이 글의 목적은 지난 20년 동안 공식적 통일방안으로 자리잡아온 ‘민족공동체 통일방안’을 남북연합 중심으로 고찰하면서 그 의의와 한계를 살펴본 후, ‘사람의 통일’과 ‘통일과정의 기본 가치’라는 두 가지 관점의 전환을 제안하는 데 있다.
‘민족공동체 통일방안’은 정부의 공식적 통일방안으로서 지난 20년간 가장 공감할 수 있는 통일의 로드맵으로 받아들여졌다. 여기서 남북연합은 ‘민족 내부의 특수관계’를 유지하는 국가형태라는 점에서 독립된 주권국가간의 관계를 가정하고 있는 일반적인 의미의 국가연합과 다른 특수성을 지니고 있다. 최근 20여년 동안의 변화된 통일환경을 반영하여 ‘민족공동체통일방안’이 수정?보완되어야 한다는 논의들이 등장하고 있다. 이에 따라 남북연합이 통일국가로 향하는 과도적 단계가 아니라 최종적인 통일국가의 새로운 형식이 될 수도 있다는 주장들도 등장하고 있다.
그러나 현 시점에서 중요한 것은 새로운 통일방안의 제시보다, 기존 남북합의 정신에 바탕을 두고, 이를 실천하는 대북정책 방향에 대한 모색이다. 보다 근본적으로는 체제경쟁적 성격을 완전히 벗어날 수 없는 통일방안론에서 벗어나 ‘사람의 통일’이라는 관점으로 통일담론의 틀을 전환할 필요가 있다. 이와 더불어 우리 내부에 통용되는 가치체계로부터 출발하는 통일론이 아니라, 남북이 함께 공유해야 할 통일과정의 기본 가치를 사유하는 또 다른 관점의 전환이 필요하다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is, focusing on the Korean Commonwealth, to examine ‘National Community Unification Formulas’ that has established itself as a official unification plan over the past 20 years, and to discuss its significance and limitations. Then, it aims to propose two perspectives shift of ‘Korean people’s unification’ and ‘the fundamental values of unification process’.
‘National Community Unification Formulas’ have been accepted as both the government’s official unification plan and the most sympathetic unification roadmap over the past 20 years. By the way, in the state form that the Korean Commonwealth maintains a special relationship of national interior, it has a different particularity when compared to the confederation of general sense that it assumes a relationship between independent sovereign states. Recently, it has been discussed that ‘National Community Unification Formulas’ should be corrected and completed, reflecting the unification environment changed for more than 20 years’. Accordingly, it has also been claimed that the Korean Commonwealth could be not the transitional step towards a unified state, but the new form of a final unified state.
But, the important thing at current situation is looking for North Korea policy direction to practice the existing spirit of North-South agreements rather than the presentation of a new unification plan. More fundamentally, beyond the theory of unification plan that can not completely escape from the system-competitive nature, the frame of unification discours is required to be shifted to the perspective of Korean people’s unification. In addition, beyond unification discours starting from value system prevailed in the interior, another perspective shift is also required, that considers the fundamental values of unification process shared by South and North Korea.
