The purpose of this paper was to suggest a new approach on organizational development program. At present, many organization administrate a variety of organizational program, especially team building program. However the effect of these program was questionable. I think that the reason of questionable effect was non regard of special situation matching with special organization. The problem of TBP was reviewed, and another aspect to be included in new approach was suggested.
