익산 세계유산 자원의 활용과 주민 참여 = Utilization of World Heritage Resources in Iksan and Participation of Residents in Them

다국어 초록 (Multilingual Abstract)

The fundamental purport of the world heritage system lies in carefully preserving the property inherited from ancestors and passing it on descendants as it were. On the part of the local residents and self-governing body who have been actively pushing forward to registration of world heritage, focus is placed rather on the effect of grand scale integrity of residents and tourism which can promote and activate local economy thanks to increased number of tourists visiting the place. Such expectation is fully evidenced by the case of the residents in Yangdong village in Gyeongju who, according to the analysis, are known to eagerly want to see their living quality improved generally from registration of their resources as the world heritage. In fact, however, it is not a matter of little account to deal with the issues likely to derive from registration of the world heritage including but not limited to surprising increase of tourists visiting the designated place, consequent problems to protect the heritage, increase in troubles of residents, etc. Besides, the registration itself does not always result in the increase of tourists and activation of local economy. The foremost issue of all confronted in this connection must be the task to bring in positive effects for the benefit of residents from utilizing the registered heritage. Following the registration in 2015 of Wanggung-ri relics and the Mireuk Temple site as world heritage, Iksan too has the same serious problems to solve like, for instance, preservation and management of the heritage, activation and improvement of local residents' living standard and utilization of cultural assets inherited. It should also be taken into account who would develop what contents by utilizing which cultural inheritance, who would operate the contents once developed and whether they could succeed. Lots of cases eloquently speak that it is the residents who should counterattack those issues as the central force.
In the present study, attempts are made to investigate, first of all, the domestic as well as overseas cases in which the residents in the cities designated as the world heritage took part in utilizing the cultural inheritances. It is also examined what are the historical and cultural conditions of Iksan and what efforts should be made to make it reborn as a sustaining city on the occasion of registration as the world heritage city. In conclusion, it is tried to find what measures should be worked out to invite the residents to participate in utilization of historical as well as cultural heritages.

국문 초록 (Abstract)

본 논고는 세계유산 등재 1년을 맞이하는 익산의 세계유산이 좀 더 많은 사람들에게 다가가고, 이를 통하여 지역 주민의 삶의 질도 향상되며, 지역 경제에도 도움이 될 수 있는 방안이 무엇인지를 검토하기 위한 것이다.
미륵사지와 왕궁리유적이 2015년에 세계유산으로 등재된 익산에는 이 외에도 제석사지, 익산쌍릉을 비롯한 다양한 백제문화유산이 산재하여 있다. 그러나 주민들이 밀집하고 있는 중심지가 아닌 외곽지역에 위치하고 있어서 타지역 방문자는 물론 지역 내의 주민들에게도 쉽게 찾아가기 어려운 실정이다.
세계유산은 단지 등재에 목적이 있는 것이 아니라 이를 통하여 유산을 보전 관리하여 후손에게 물려줄 뿐만 아니라 유산과 함께 살아가는 주민들의 삶에 긍정적 효과를 미치는 것이라 할 수 있다. 이를 위해서는 세계유산의 활용에 주민들의 적극적인 참여가 중요한 관건이 된다. 이에 국내의 안동 하회마을과 화순 고인돌유적, 그리고 일본의 시라카와고합장촌과 영국의 블래나번 산업경관 등의 세계유산지역에서 주민참여가 어떻게 이루어지고 있는지를 검토함으로써, 익산 세계유산의 활용에 주민들의 어떻게 참여할 것인가의 방안을 제시하였다.
첫째, 주민들의 원활한 참여를 위하여 교통편이나 네트워크, 시민교육 등 인프라 구축이 필요하며, 둘째, 지역 주민을 지역문화해설사, 문화재지킴이, 이야기할머니 등으로 양성하거나, 고고유적과 연계한 일자리 창출을 꾀하는 등 문화유산의 보존과 활용을 주민들이 앞장서서 할 수 있는 시스템을 만들 필요가 있으며, 셋째, 주민들의 참여를 조직적이고 계획적으로 추진할 수 있는 통합적 관리센터를 운영할 필요가 있다.
세계유산의 보전과 관리, 그리고 활용은 전문가나 행정가들만의 몫이 아니고, 세계유산과 함께 살아가는 주민들이 함께 할 때 최대의 효과가 나타날 것이기 때문에 이에 대한 적극적인 노력이 필요하다.
