국문 초록 (Abstract)

21세기 전쟁은 비정규전·정보전·심리전이 결합된 하이브리드 전쟁으로 전환하고 있다. 이 과정에서 난민은 더 이상 단순한 인도주의적 피해자가 아니라 전략적 자산으로 활용되는 양상이 뚜렷하게 나타나고 있다. 본 연구는 시리아 내전, 벨라루스, 우크라이나 전쟁 사례를 통해 난민의 전략적 활용과 난민의 무기화가 어떠한 방식으로 작동하는지를 분석하였다. 결과적으로 강제 이주를 유발하는 군사·비군사적 조치가 체계적으로 동원되었으며, 이에 따라 발생한 대규모 난민 이동은 국제 안보 환경 속에서 정치적·외교적 압박 수단으로 기능하고 있다는 점이 확인되었다. 이러한 전략은 민주주의 국가와 국제기구가 가진 규범·제도적 취약성을 겨냥한 비대칭 전략으로 현대 하이브리드 전쟁의 핵심 요소로 부상하고 있다. 본 연구는 난민의 무기화가 국제 안보에 제기하는 구조적 위험을 평가하고, 이에 대응하기 위한 국제사회의 정책적 대응의 필요성을 제기한다.

Recent conflicts demonstrate that hybrid warfare has transformed the conduct of war by integrating military, political, informational, and humanitarian dimensions. Within this context, refugees have increasingly been instrumentalized as strategic assets rather than remaining solely humanitarian subjects. This study investigates the mechanisms and effects of refugee weaponization by examining three key cases: the Syrian civil war, Belarus’s coercive migration campaign against the European Union, and Russia’s displacement strategy during the war in Ukraine. The analysis shows that engineered or deliberately amplified population movements function as asymmetric tools that enable states to impose political, diplomatic, and societal costs on targeted actors-particularly democratic states that operate under strong human-rights norms and institutional constraints. Refugee weaponization thus represents an emergent non-kinetic component of hybrid warfare, exploiting normative vulnerabilities and generating instability without direct military escalation. The findings highlight the implications of this phenomenon for contemporary international security and underscore the need for coherent legal, institutional, and policy responses at both regional and global levels.
