The Korean Greenbelt policy was applicable to the Advocacy Coalition Framework(ACF) that was developed by P. A. Sabatier. According to the analysis of this study, the stable external parameters were the urbanization, the Greenbelt of environment preservation, the authoritarianism, the city planning law, etc. The dynamic external events were the IMF currency crisis, the appearance and maturity of NGO, the peaceful turnover of political power, the Constitution Court decision, etc. The ACF`s policy sub-system was affected by the external parameters. The policy sub-system was constituted by development advocacy coalition, preservation advocacy coalition and policy broker. The interaction between policy advocacy coalitions was strong conflict structure, and the conflict induced policy-oriented learning. And learning acted as important factor of Greenbelt policy change. Finally, the output of policy change appeared as special law, and the contents concretized as the Greenbelt readjustment including pro-environmental factors.
