공공사업 타당성 분석을 위한 지불의사액 추정에 있어 지불거부 반응의 식별과 보정|RISS 상세보기

국문 초록 (Abstract)

본 논문은 정부의 공공투자사업 혹은 공공정책으로 인한 편익이 비시장적요소가 클 때, 경제적 타당성 분석 과정에서 주민들의 지불의사액을 추정하기 위해 종종 사용되는 연구방법론인 조건부가치추정법(CVM)의 타당성을 높이기 위한 방법론 제시를 목적으로 한다 특히 설문조사 과정에서 발생할 수 있는 응답 편의의 중요한 요소인 지불거부(protest bids)와 관련된 편의의 식별과 통계적 검정, 그리고 보정 방법에 대한 이론 검토와 실증 분석을 수행한다
환경부의 낙동강 생물자원관 건립 계획을 사례로 실증분석을 수행한 결과, 표본의 30% 이상이 CV문항에 대한 선호 진술을 거부하는 지불거부 반응을 보였으며, CV문항 응답참여 그룹과 인구통계학적 변수나 태도변수 등에서 체계적으로 다른 특성을 보였다 이러한 선택편의 가능성과 WTP 함수를 결합 추정한 결과, 지불거부 반응을 단순히 제거할 경우 표본 WTP 평균이 전체표본을 사용하였을 때와 비교하여 과다 증가될 우려가 있음을 보여주었다 표본선택편의를 고려하여 과다 추정의 우려를 완화하였음에도 불구하고, 표본 WTP평균이 전체 표본을 사용하였을 때보다 2배 이상 차이가 났으며, 이는 관련 공공사업의 경제적 타당성 여부에 대한 결론을 바꿀 수 있을 정도의 차이라고 할 수 있다

The main purpose of this paper is to propose statistical and econometric methodologies to correct 'protest bids' problem in contingent valuation method, which is commonly used to measure people's willingness-to-pay for benefits from non-market goods and services Many researchers have reported protest responses in their surveys while conducting public investment or policy feasibility studies This paper tries to identify theoretical issues and show empirical results using proposed econometric framework
Our empirical analysis shows that more than 30% of respondents exhibited protest bids, which raises the possibility of sample selection bias Even after using bivariate probit with sample selection model to correct for sample selection bias, WTP estimate turned out to be more than twice of that from the whole sample The difference is enough to potentially change the feasibility evaluation result of a given public project
