문화소외계층의 문화나눔사업 활성화를 위한 탐색적 연구: = A Exploratory Research of the Activation of Culture Welfare Services for the Social Vulnerable Group

국문 초록 (Abstract)

본 연구는 복권기금 문화나눔사업을 중심으로 ‘문화’를 통하여 인간다운 삶을 보장하고 다양한 대상층에게 전달하기 위한 과정에 대하여 살펴보는 것을 목적으로 하고 있다. 문화소외계층을 다양한 기준에 따라 규정하고, 이들의 욕구를 반영하여 사업 대상층을 확대하여 시행해 나가기 위한 과정을 살펴보았다. 또한 현재 문화나눔사업에 대하여 전문가들을 대상으로 심층 면접을 통하여 문화나눔사업 대상(문화소외계층) 재규정, 문화나눔사업 내용 구성 및 적절성, 문화나눔사업 전달체계방식 및 역할, 문화나눔사업 정책목표 및 방향에 대한 의견을 듣고 이를 분석해보았다. 보다 보편적인 복지를 제공하려는 노력과 그에 대한 사회적 합의를 통하여 문화소외계층에게 문화나눔을 통하여 이들이 문화를 향유하고 풍요로운 삶을 살아갈 수 있도록 나아가야 할 방안에 대한 논의를 담고 있다.

This study aimed to analyze the process of determine the target group of Culture Welfare services. For this purpose, we reviewed related literature and analyzed interview records focused on the culture welfare providers and professionals. Most of interviewees agree expand and diversification the target and Delivery system. It is important to be given cultural welfare opportunities for vulnerable. Cultural welfare services should be an important alternative to mitigate social exclusion and should be expanded further.
