주민수요 지향적인 거점확산형 주거환경개선 사업의 제도개선 방안

다국어 초록 (Multilingual Abstract)

The core housing-based residential environment improvement project(CHREIP) has been recognized as an alternative method for residential redevelopment since its adoption in 2006. It is a kind of rehabilitation project for low-income residents not just to execute ‘scrap and built’-typed residential redevelopment. It cover such concepts as self-help housing, affordable housing and social regeneration. The process of the project is developing core-housing(mainly used as rent-house for native residents) district and the district infrastructure first, and building self-help housing later.
Even though CHREIP has progressive concept and purpose, 12 districts of model project on a nationwide scale in Korea have not substantially been implemented until 2011. One reason could be partially ascribed to weakness of project implementation system, and the other ones are rigidity of project method and excessive focus on physical rebuilding of old housing. Especially, the contents and process of CHREIP do not reflect social properties of the residents and their needs. To overcome these shortcomings of CHREIP, this study analyzes needs of the residents for CHREIP and suggests improvements for integrating physical betterment of old housing with socio-economic programs on the basis of residents needs.
