韓國漢字語 敎育과 語文政策 = Education on the Chinese characters used in Korea and Korean language policy

국문 초록 (Abstract)

이 논문은 한국어의 역사적 유래와 그 내용, 그리고 한국어에서 한자 교육의 중요성과 필요성을 논하고 지금 한국 내에서 논의되고 있는 국어 기본법의 개정을 촉구하는 내용을 기술하였다. 특히 한국어에서 한자교육을 제한하는 한글 전용 주의자들의 허구성을 지적하고 그 독소를 지닌 국어 기본법의 개정안을 제시했다.
이처럼 ‘국어(한국어)’의 정의에 한자어를 분명하게 포함하고, ‘한글’의 정의 외에도 한자어의 ‘한자’에 대한 정의를 추가해야한다. 어문규정에도 한자어의 한자에 관한 내용을 포함시키고, 국어심의회를 대통령 직속기구로 두는 등의 일련의 정책적 변화를 통하여 국어기본법이 개선되어야 한다. 그리된다면 우리 전통문화의 계승 발전과 국가경쟁력 강화를 도모하여 21세기 동북아 한자문화권 시대를 맞아 세계화를 향한 초석을 이룰 수 있을 것이다.
그러나 이상으로 제시한 법률적 절차는 그 결실을 맺기까지 많은 시간을 필요로 하므로 단기적인 개선방안도 함께 마련되어야 할 것이다. 이를테면 한자교육의 주체가 될 각급 학교의 교원과 공무원, 사회에 곧 나서게 될 대학생, 그리고 한자교육 공백기에 공교육을 받아야 했던 많은 일반인이 손쉽게 한자를 배울 수 있도록 하는 방안도 마련되어야 한다.
이는 한국의 국내적 필요만이 아니라 동아시아 여러 나라의 공통 관심사로 삼을 만한 과제로, 공동의 번영과 발전에 기여하리라 생각한다.

다국어 초록 (Multilingual Abstract)

This essay discusses the historical origin and contents of the Korean language, and the necessity and importance of learning Chinese characters. It also urges the need for changing the Korean Language Basic Law that is under discussion. Furthermore, it points out the falsehood of the argument that Korean should be used exclusively and proposes a revision to the Basic Law, which has harmful elements.
Chinese characters should be included clearly in the definition of the national language (i.e., the Korean writing system, Hangul), and in addition to defining Hangul, the definition of Chinese Hanja (Chinese characters) should be added.
Regulations on language planning for the contents of Chinese characters in the Chinese language should be included, and the Korean Language Basic Law should be improved through policy changes such as moving the deliberation committee on Korean directly under the president. Through such measures aiding the nation’s success, as well as the development of our traditional culture and strengthening of national competitiveness, a foundation for living within the globalized world can be formed, especially with the emergence of the Northeast Asia Hanja Cultural Sphere in the 21st century.
However, since the legal process suggested above requires a long time for the goal to be attained, short-term measures for improvement should be taken. Effective measures should be carried out for some part of the population to learn Hanja easily and soon: for example, schoolteachers who will teach it, government employees, college students who are about to enter the workforce, and those who did not learn Chinese characters at school.
The above tasks are essential for meeting not only domestic needs, but also the common interests of East Asian countries, as well as for contributing to the development and prosperity of them all.
