      The purpose of the study is to review the current situation on the social and economies unequality by regions and regional unequality of the educational condition, analyze the relationship between regional education and regional development, and provide detailed policy suggestions for Korean government to implement successfully educational investment strategies.
      The major findings in this study are the followings. First, it can be said that the quality of educational condition in regional schooling is better than that in metropolitan schooling. Second, the quality of educational condition in regional higher education institutions schooling is worse than that in metropolitan higher education institutions. Finally, the relationship between regional education and regional development is required to mutual cooperation system.
      We expect that the major policy suggestions would help develop the educational system that assists balanced regional development. And we anticipate that the new educational investment system, packaged support system suggested in this study, could also pave the way to change the investment policy from the expansion of education to the improvement of quality of schooling in region.
