The key purpose of this thesis is to analyze the process of determining the government policy by Japanese Empire through official document of Chosun government-general. Until now, the key details and characteristics of colonial policy by Japanese Empire could be understood through the research of historical studies in relation to the colonial policy. But the researches of the past weren``t concerned much about what process the important colonial policies have gone through to be decided and amended. That``s because the existing researches on the history of colonial policy weren``t performed in parallel with the research on the process of preparing the key official documents in determining the colonial policy. The official document of Chosun government-general is the records of various operational activities by colonial administrations and all administrative activities by Chosun government-general gets planned through public document. Therefore, the official document of Chosun government-general properly shows the key details of colonial rule and the process of determining the policy. Although the Chosun government-general had exercised the general sovereign power on Chosun region based on Jeryong(制令) authority, the Jeryong(制令) got restraints from Japanese government. Jeryong(制令) is the point where colonial rule by Chosun governor-general and direct rule by Japanese government get in touch and go through complications with each other. It could also be called the main point where the characteristics of colonial governing policy by Japanese Empire can be recognized. Although the Japanese government had granted an independent governing rights on Chosun region by granting Jeryong(制令) authority to the Chosun governor-general, it had prepared a systematic device that can control the Chosun government-general by making Jeyong(制令) get the permission from the emperor by all means. Therefore, the governing policy toward Chosun was established by over lapping activity accompanying the process of conference and revisions between Chosun government-general and Japanses government.
