정당성 정치의 구조와 동학 = 막스 베버 정치사회학의 관계론적, 행위론적 재구성

국문 초록 (Abstract)

오늘날 정당정치와 대의기구의 정당성에 심각한 의문을 제기하는 사회적 저항들로 인한 정치적 불안정과 갈등이 깊어지고 있다. 이 논문은 현대 사회과학이 정당성을 합법성과 형식적, 절차적 합리성의 문제로 환원하는 경향이 강했으며, 그 때문에 정당성 위기의 원인과 양상, 전개과정을 세밀하게 분석할 수 있는 개념적, 이론적 도구를 결핍하고 있다는 문제의식에서 출발한다. 이 논문은 현대의 정당성 연구에 가장 큰 영향을 미친 베버에 대한 재해석과 적극적 재구성을 통해, 정당성 정치를 분석하기 위한 분화된 개념체계와 높은 복잡성 수준의 이론을 구성해내고자 시도했다. 이 논문은 문화적 차원과 강압적 차원을 동시에 내포하는 권력의 이중성 이론을 기초로 하여, 정당성 정치의 구조와 동학에 대한 관계론적, 행위론적 이론 모형을 체계화했다. 그것은 지배집단 내부의, 정치엘리트 간의, 그러나 무엇보다 지배집단과 피지배집단 간의 상징적, 조직적 경쟁과 투쟁의 과정에 대한 분석을 통해 지배의 정당성과 그 위기를 설명하는 접근을 제시한다.

다국어 초록 (Multilingual Abstract)

The legitimacy of established political parties and representative institutions are increasingly called into question by various kinds of citizens’ protests, which often led to social conflicts and political instability. The present article starts from the recognition that contemporary social sciences lack conceptual and theoretical tools for detailed analysis of the causes, features, and dynamics of the legitimation crisis. This article is an attempt to constitute a theoretical frame which allows us to understand the politics of legitimacy with a more differentiated conceptual system and on a higher level of complexity by way of interpretative reconstruction of Max Weber’s political sociology. It first formulates the dual character of power and domination, including both cultural and coercive dimensions, and proceeds to formulate a relational and action-theoretical model of the politics of legitimacy. It presents an approach which explains the success and the crisis of legitimacy by analyzing the process of symbolic and organizational struggles within the ruling groups, and between the rulers and the ruled as well.
