고령친화도시 추진에 있어 지역사회와 노인의 주도적 참여에 관한 연구 = 캐나다 브리티시 컬럼비아주 사례를 중심으로

국문 초록 (Abstract)

본 연구에서는 세계보건기구의 고령친화도시 지침 이후 세계적으로 활발히 전개되고 있는 고령친화도시의 지역사회 및 노인의 주도적 참여에 초점을 맞추어 캐나다 브리티시 컬럼비아 주의 경험을 분석하였다. 먼저 고령친화도시의 개념과 구성요소, 고령친화도시와 지역사회의 관계, 노인의 지역사회 참여의 의미와 필요성을 이론적으로 제시하였다. 분석에서는 고령친화도시의 물리적 요소와 사회적 요소, 추진과정에서의 하향식 접근과 상향식 접근방식을 살펴보고, 고령친화도시 추진과정에서의 노인의 주도적 지역사회 참여를 분석하였다. 분석 결과 브리티시 컬럼비아 주 고령친화도시의 구성영역은 물리적 환경 요소와 사회적 환경 요소의 결합으로 사회적 요소에 초점을 두었으며, 추진방식은 민관협력 거버넌스를 실질적 추진주체로 지역사회의 역량과 주민의 참여를 강조하는 상향식 접근이 지배적이었다. 또한 고령친화도시 추진의 전체 과정에서 다양한 노인이 광범위하게 참여한 결과 지역사회에서 노인의 기여를 촉진하고 시민으로서의 노인의 위상이 향상된 것으로 나타났다. 노인의 삶의 질 향상과 지역사회 발전을 동시에 달성하는 고령친화도시 추진을 위하여 노인 주도성 강화, 실질적 추진주체로서의 협력적 거버넌스 수립, 지역사회의 특성과 주민의 욕구에 맞는 새로운 고령친화도시 모델 창출, 정부의 지원 및 촉진 역할이 필요함을 제안하였다.

다국어 초록 (Multilingual Abstract)

The study aims to analyze the experiences of Age-Friendly City(AFC) in British Columbia(BC), Canada focusing on community and elderly initiative participation. Theoretical backgrounds were presented related to the concept and features of AFC manifested by World Health Organization(WHO) in 2007, the relationship between community and AFC, and the meanings and importance of elderly participation in community processes. The analysis was done concerning the features of the AFC in BC, main approach of implementation, and elderly initiative participation in the process. As a result of the analysis, it was shown that the AFC in BC concentrated more on social features than on physical features of AFC. In relation to the ways of implementation, the AFC in BC represented a bottom-up approach emphasizing elderly initiatives and participation of diverse stake-holders of the community by collaborative governance. Also, empowerment of elderly citizens was developed by encouraging their leadership and active participation in the whole process of the AFC in BC. To achieve successful and sustainable AFC, the followings were suggested based on the results of the analysis: ① strengthening elderly initiatives and leadership, ② establishing collaborative governance as a major agency of implementation, ③ creating new models of AFC reflecting diversity of each community, ④ emphasizing supportive and facilitative roles of local government.
