Challenges of Land Administration in the Era of Platform Economy

국문 초록 (Abstract)

플랫폼 경제에 대한 논의는 디지털사회로의 전환을 촉진하는 사회기술의 혁신을 야기하는 많은 논쟁에서 새롭게 주목을 받고 있다. 토지행정 또한 이러한 사회기술 변화에 대응하여 디지털 플랫폼을 구축, 공간 데이터 기반 (SDI) 통합 그리고 다양한 이해당사자의 참여와 의사결정과정의 협업 체계 구축 및 효과성이 입증된 해결 방안을 공유하기 위한 소프트웨어를 개발하고 있다. 따라서 본 연구는 토지행정 부문에서의 플랫폼 경제의 유용성을 검토하기 위해 사회기술혁신에 초점을 맞추어 진행하였다. 토지행정 영역에서는 인터넷, 클라우드 컴퓨팅, 모바일부터 4차 산업혁명 시대의 로보틱스, 블록체인, 인공지능, 혼합 현실 기반의 다양한 기술을 접목하고 있다. 특히, 토지행정도메인모델 (LADM)은 디지털 플랫폼 유형 중 ‘플랫폼을 위한 플랫폼’ 혹은 ‘플랫폼 창출 플랫폼’으로서 토지정보 처리를 위한 촉진자 (facilitator) 역할을 담당하고 있다. 또한 대형 공개 온라인 강좌로서 MOOC는 참여자의 기여 및 피드백을 통해 토지행정 교육플랫폼 기능의 지속적인 혁신을 담당하고 있다. LADM은 토지행정 부문에서 글로벌 의제를 이끄는 동시에 새로운 토지 관련 규범을 생성하는 ‘플랫폼 거버너’가 되고 있으며, MOOC는 토지행정의 혁신적인 문화와 업무 프로세스의 새로운 형태를 창출하고 있고 있다. 마지막으로 책임있는 토지행정 (responsible land administration) 및 8R 요인은 토지행정 플랫폼 거버넌스를 검토하는데 유용한 원리로서 작용할 수 있을 것이다.

다국어 초록 (Multilingual Abstract)

The debate about ‘platform economy’ has gained fresh prominence with many arguing that spurs a socio-technological disruption stimulating a transition towards a digital-driven society. Land administration, in response to ‘socio-technical changes’, tends to create digital platforms, integrate spatial data infrastructure (SDI) or develop software that encourages different actors to participate, collaboration in decision-making, sharing identified solutions locally and globally. In this paper, our key attention has focused on ‘socio-technical innovation’, which aims at examining the platform economy’s prospects for land administration sector. In a land administration domain, land agencies engage with varying technologies from the IT revolution such as the Internet, the Cloud computing and mobiles to current disruptive technologies in a background of 4.0-industry revolution such as robotics, blockchain, artificial intelligence, Mixed Reality. LADM (Land Administration Domain Model) is a good illustration of transaction facilitators as a type of platforms for platforms or platform-creating platforms. MOOCs (Massive Open Online Courses) as organizing-for-innovation delivers constant innovation in the functionality of the platform through their input and feedback. We found LADM now become a ‘platform governor’ in the land administration domain that makes the rules and leads cross-cutting global agenda. Moreover, MOOCs create new forms of innovative culture and work process in land administration. Finally, 8R elements of a responsible land administration and land administration will be effective to investigate the platform interventions and governance.
