    Electronic post service system was introduced in 2008 in the field of local taxes. However, electronic post service system utilization rate is very low. Electronic post service system are not designed for taxpayers, but for Tax Offices. Results of the survey show that the behavior of the taxpayer does not change easily. Therefore, to spread Electronic post service system, the tax authorities should actively promote Electronic post service system.
    In this study, we examine the problems of the existing mail system and proposed electronic post service system with a smartphone. Electronic post service system using a smartphone is more convenient for the taxpayer. And local governments can save the postal service costs. This system will be spread in 10 years.
    Contributions of this study is to present the principles that should be considered when electronic post service system is introduced. However, limitations of the study was a survey of smartphone users who are familiar with smartphones.
