Educational system in Korea is moving from centralized toward local control. As more and more autonomy is given to the local government regarding educational decision making, there can be much difference among local governments in regulations, facilities, organizations, and policies. This means that there needs to be a new education policy because of the newly change of decentralization. The same is true in child welfare policies. Previous policies from central government often disagree with local characteristics, as far as the child welfare is concerned. Subsequently, the purpose of this study was to develop strategies to improve the practice of child welfare, based upon analysis of current situation of Choongnam Province. To do so, the policies, organizations, facilities, personnel, and needs of child welfare in Choongnam Province were analyzed. The analysis was aided by literature review, survey, and interview. As a result of this study, four strategies for child welfare were drawn, i. e., 1) localizing the child welfare administration, 2) equalizing the opportunity, 3) increasing the specialty of the service, and 4) increasing the efficiency of the administration. A national as well as local support will be inevitable in order for these strategies to work.
