중국의 대외개발원조와 소프트파워론 = 대동남아시아 개발원조에 대한 평가와 함의를 중심으로

국문 초록 (Abstract)

중국은 최근 소프트파워의 중요성을 강조하는 가운데 국제적 영향력 증대 수단으로 소프트파워 자원을 보다 적극적으로 활용하려는 의지를 보이고 있다. 이 글은 대외개발원조를 수원국들의 개발 역량을 증대시킴으로써 그들로부터 매력을 끄는 동시에 자국에 유리한 정책 환경을 조성시킬 수 있다는 점에서 중요한 소프트파워 자원으로 보고, 중국의 대동남아시아 개발원조 사례를 통해 소프트파워론을 평가하려는데 목적을 두고 있다.
동남아시아는 중국의 지속적인 성장을 위한 자원과 에너지의 공급원이자 새로운 시장 및 투자처로 부상하고 있다는 점, 남중국해를 포함하여 동남아시아 해역이 중요한 해상교통로라는 점, 일본과 지역 패권경쟁을 벌이고 있는 지역이라는 점 등에서 중국에게 대단히 중요한 전략적 요충지이다. 따라서 중국이 이 지역에서 소프트파워 자원으로서 대외개발원조를 적절하게 구사할 경우 완전하지는 않을지라도 상당 정도 중국의 의도와 목표에 합치하는 성과를 가져다줄 수 있을 것으로 예상된다.
하지만 이 글에서는 현재와 같은 중국의 대동남아시아 개발원조 방식의 변화 없이는 그것이 드러내고 있는 문제점들로 인하여 이를 활용한 소프트파워로서 위상증대에는 한계가 있다고 결론짓고 있다.

다국어 초록 (Multilingual Abstract)

China is showing the intention to make use of soft power resources more aggressively as a means to increase her influence in the international arena, while stressing the importance of soft power. This paper aims to deal with the argument on China"s soft power by making an analysis of her development assistance toward Southeast Asian countries under the assumption that the development assistance is an important resource of soft power as well as investment for increasing it, since it is believed to bestow attraction to donor countries and contribute toward creating more favorable policy environment by improving the development capacity of recipient countries.
Southeast Asia is a region where is a major source of supply of materials and energy resources for supporting China"s continuous development. The region is also emerging as a good commodity and investment market for China. The region is a strategic point as it is a spot of probable competition for regional hegemony between China and Japan. These all imply that China can realize a good deal of the anticipated results which serve her national strategy in case she commands development assistance properly as a tool for increasing soft power in the region. But, this paper concludes that there is limitation in capacity China can raise her influence as a country with soft power because of problems in terms of methods of assistances she takes.
