As recent disasters have become more diverse and large-scale, strengthening children's disaster-response competencies has become increasingly important; however, existing education faces limitations in engaging learners and providing a structured learning process. This study thus developed "Captain Mong's Children's Disaster Safety Class," a mobile Game-Based Learning (GBL) game for preschoolers and lower-grade elementary school children, focusing on GBL's educational potential. Grounded in Child-Centered Design principles and Bloom's Taxonomy, the system incorporates a 'Concept–Preparation–Practice' 3-stage learning structure. It utilizes gamification elements to foster learning motivation and provide immersive experiences, thereby enhancing disaster response capabilities. Educational needs were confirmed via a preliminary parent survey (n=61). Design validity and educational suitability were secured through CVI-based validation by 12 multidisciplinary experts (S-CVI/AVE=0.85). Academically, this study presents an initial GBL-based, staged disaster education model for children. Future empirical validation is planned to substantiate its educational effectiveness.
