지방재정이 제한된 상황에서 기초생활인프라의 효율적인 투자 전략을 수립하는 것은 인구감소지역의 정주여건 개선과 지역 경쟁력 확보를 위한 핵심과제이다. 지방재정의 투자 효율성은 시설의 물리적 총량보다 거주자가 체감하는 효용에 의해 결정되지만, 기존 선행연구는 기초생활인프라의 공간적 분포나 평균적인 가격 반영효과를 확인하는데 집중하여 거주자 수요에 기반한 실질적인 투자 우선순위를 제시하는데 한계가 있었다.
본 연구는 인구감소지역의 기초생활인프라 이용가능성이 아파트 가격에 미치는 영향을 실증적으로 분석하고, 인구구조와 생활경기도 및 경상북도 전역을 대조군으로 설정하여 지역별 수요 구조의 차이를 살펴보았다. 2023년의 아파트 실거래가 자료와 기초생활인프라의 위치기반 자료를 활용하였으며, 도보생활권 내 반경별 기초생활인프라 개수를 독립변수로 두어 헤도닉 가격 모형과 FGLS 기법을 적용하였다.
분석 결과, 도시화 여부와 건축연한, 고령화 수준은 모든 대상지에서 공통적인 효과를 보이는 반면, 기초생활인프라는 지역과 시설에 따라 주택가격에 반영되는 방향성 및 크기가 다르게 나타났다. 인구감소지역에서는 의료, 대중교통, 유아보육시설 등 기본적 생활여건을 보장하는 인프라가 주거가치에 큰 영향을 미친다. 반면에 경기도는 생활 환경의 쾌적성과 편의성을 높이는 공원, 도서관, 공공체육시설 등 문화생활 및 편의시설의 수요가 높게 추정되었다. 또한 인구감소지역과 경상북도에서는 광역교통 인프라에 대한 거주자의 높은 수요를 확인하였으나, 교통인프라가 충분히 공급되어 있는 경기도에서는 일반철도역, 버스터미널이 소음, 교통 혼잡 등의 부정적 외부효과로 인해 주택가격을 하락시키는 시설로 작용함을 확인하였다.
이러한 결과는 기초생활인프라가 지역마다 서로 다른 기능을 수행하며, 동일한 시설이라도 도시 구조 및 생활권 규모에 따라 상반된 가격 효과를 가질 수 있음을 보여준다. 본 연구는 지역별로 기초생활인프라의 부족 또는 과잉 상태를 식별하여 주민 수요 기반의 실질적인 투자 우선순위 설정 근거를 제시하였다는 점에서 의의가 있으며, 향후 인구감소지역의 정주 환경을 개선하기 위해서는 기초생활인프라의 획일적인 공급이 아닌 지역 맞춤형 인프라 공급 전략이 필요함을 시사한다.

Establishing efficient investment strategies for basic living infrastructure within the limits of constrained local finances is a critical task for improving residential conditions and securing regional competitiveness in Depopulating Areas. The efficiency of fiscal investment is determined more by the utility perceived by residents than by the mere physical quantity of facilities. However, existing studies have predominantly focused on the spatial distribution of infrastructure or its average effect on prices, limiting their ability to propose practical investment priorities based on actual resident demand.
This study empirically analyzes the impact of accessibility to basic living infrastructure on housing prices in Depopulating Areas. To examine regional differences in demand structures, the study utilizes 2023 apartment transaction data and geospatial infrastructure data, comparing Depopulating Areas with Gyeonggi-do and Gyeongsangbuk-do. A Hedonic Price Model and the Feasible Generalized Least Squares (FGLS) method were employed, with the number of facilities within walking distance serving as the independent variable.
The analysis reveals that while factors such as urbanization, building age, and population aging show consistent effects across all regions, the direction and magnitude of the impact of basic living infrastructure on housing prices vary significantly by region and facility type. In Depopulating Areas, essential infrastructure—such as medical facilities, public transportation, and childcare centers—significantly boosts housing values. Conversely, in Gyeonggi-do, there is a higher estimated demand for cultural and convenience facilities, such as parks, libraries, and public sports centers, which enhance the amenities of the living environment. Furthermore, while regional transportation infrastructure shows high demand in Depopulating Areas and Gyeongsangbuk-do, in Gyeonggi-do—where such infrastructure is already well-established—facilities like railway stations and bus terminals were found to act as price-depressing factors due to negative externalities, such as noise and congestion.
These findings demonstrate that basic living infrastructure performs distinct functions across regions, and identical facilities can have opposing price effects depending on the urban structure and scale of the living area. This study is significant as it identifies regional shortages or surpluses of infrastructure, providing a basis for setting practical investment priorities aligned with resident demand. Ultimately, it suggests that improving residential environments in Depopulating Areas requires region-specific supply strategies rather than a uniform approach.
